Kriminalita jako indikátor kvality života v regionech ČR s důrazem na Ústecký kraj

Abstract

Cílem diplomové práce je analyzovat, komparovat a zhodnotit kriminalitu jako indikátor kvality života v krajích České republiky. Studie se zaměřuje zejména na Ústecký kraj, který se potýká s řadou problémů ze sociální a ekonomické oblasti. První teoretická část práce se věnuje vymezení pojmu kriminalita a jejím druhům podle členění policejních statistik a způsobu měření kriminality. Dále se práce orientuje na samotný systém prevence kriminality a jeho ústřední orgány v České republice. V druhé části se práce věnuje samotnému pojmu kvalita života a udržitelný rozvoj regionu včetně představení světových studií, které potvrzují fakt, že kriminalita je stěžejním ukazatelem kvality života, a to z toho důvodu, že má vliv na pocit bezpečí obyvatel a může ohrožovat jejich život. Zároveň se práce díky odborným studiím zaobírá otázkou, zda existuje vazba mezi kriminalitou a ekonomickou a sociální oblastí udržitelného rozvoje regionu. Praktická část se věnuje analýze strategických dokumentů a vymezení postavení jednotlivých krajů ČR a jednotlivých okresů Ústeckého kraje v globálním měřítku. Následně se práce věnuje postavení krajů České republiky a okresů Ústeckého kraje z hlediska zatížení daného území jednotlivými druhy trestných činů. V neposlední řadě se studie zaobírá vztahem mezi kriminalitou a vybranými ukazateli z ekonomické a sociální oblasti a výsledky porovnává. V závěru práce jsou navržena vhodná preventivní opatření pro Ústecký kraj, která by mohla vést ke snížení či odstranění kriminality a kriminogenních faktorů.

The main aim of the thesis is to analyze, compare, and evaluate criminality as a quality of life indicator in various regions within the Czech Republic. The study focuses on the Ústecký region which encounters several problems within the social and economic sphere. The first part of the thesis is theoretical and defines the notion of criminality and its types according to the police statistics and modes of its measurement. The thesis is also oriented on the crime prevention system itself and its main executive bodies in the Czech Republic. The second part of the thesis discusses the notion of the quality of life and the regional sustainable development. It also introduces international studies to confirm the fact that the criminality constitutes a flagship indicator of quality of life because of its influence on inhabitants´ security within a given area. The thesis simultaneously discusses the relationship between criminality and economic and social sphere of the regional sustainable development, hence within the practical part. The practical part pays attention to the strategic document analysis and defines the position of particular Czech regions and districts within the Ústecký region according to the global benchmarks. Furthermore, the thesis deals with the positions of the Czech regions and the districts within the Ústecký region according to the burden of the particular types of criminal offenses. Last but not least, the study deals with the relation between criminality and several indicators from the economic and social sphere. It also juxtaposes gained results. The precautions suitable for the Ústecký region to mitigate the criminality and criminogenic factors are suggested in the conclusion.
