Možnosti rozvoje území Kyjského rybníka z pohledu radnice Prahy 14

Abstract

Diplomová práce se zabývá možnostmi rozvoje území Kyjského rybníka z pohledu městské části Praha 14. Cílem práce je komplexně zhodnotit možnosti rozvoje území jižní části Kyjského rybníka s ohledem na potřeby a požadavky občanů městské části Praha 14 a zároveň s ohledem na udržitelný rozvoj dané lokality. Práce se zaměřuje na otázky územního plánu a požadavky na jednotlivé oblasti a s jakým způsobem obce financují své rozvojové projekty, jaké jsou klíčové zdroje financování a jak lze efektivně využít dostupné možnosti. Práce je založena na kombinaci teoretických a praktických metod. Teoretická část práce zahrnuje studium relevantní literatury a odborných zdrojů. Praktická část práce se zaměřuje na analýzu požadavků občanů lokality (pomocí polostrukturalizovaného dotazníku) na dané území a možnosti radnice ohledně naplnění těchto požadavků (metodou komparace). Práce zjistila, že financování rozvojových projektů obcí se skládá z diverzifikovaných zdrojů, které se vzájemně doplňují. Mezi klíčové zdroje patří vlastní zdroje obce a spolupráce s privátním sektorem, a to jak s běžnými občany (crowdfundingové kampaně) tak s většími společnostmi (skrze dary). Veřejnost je ochotná se aktivně zapojovat do rozvoje svého nejbližšího okolí za předpokladu dobrého a transparentního jednání místní radnice. Výsledek práce je navržení organizace a způsob financování pro projekt Biotop Kyje.

The thesis deals with the possibilities of development of the Kyjsky Pond area from the perspective of the Prague 14 municipality. The aim of the thesis is to comprehensively evaluate the possibilities of development of the southern part of the Kyjský Pond with regard to the needs and requirements of the citizens of the Prague 14 district and at the same time with regard to the sustainable development of the given locality. The thesis focuses on the issues, zoning plan and requirements for each area and how municipalities finance their development projects, what are the key sources of funding and how the available options can be used effectively. The work is based on a combination of theoretical and practical methods. The theoretical part of the thesis includes the study of relevant literature and professional sources. The practical part of the work focuses on the analysis of the requirements of the citizens of the locality (using a semi-structured questionnaire) for the area and the possibilities of the town hall regarding the fulfilment of these requirements (using the method of comparison). The thesis found that the financing of municipal development projects consists of diversified sources that complement each other. Key sources include the municipality's own resources and cooperation with the private sector, both with ordinary citizens (crowdfunding campaigns) and with larger companies (through donations). The public is willing to take an active part in the development of their immediate surroundings, provided that the local council is good and transparent. The result of the work is a proposed organisation and funding method for the Kyje Biotope project.
