Činnosti základních složek IZS a orgánů veřejné správy při dlouhodobé evakuaci obyvatelstva

Abstract

Práce se zaměřuje na analýzu připravenosti města Plzeň na evakuaci obyvatelstva v případě krizových situací, zejména v kontextu povodní. Cílem bylo zhodnotit stávající mechanismy a procesy evakuace a na základě této analýzy navrhnout zlepšení pro efektivnější a bezpečnější řízení evakuací. Teoretická část práce poskytuje přehled současného stavu krizového řízení, včetně role orgánů veřejné správy a složek integrovaného záchranného systému (IZS), a vymezuje klíčové pojmy související s evakuací. Praktická část je založena na analýze konkrétních plánů a dokumentů relevantních pro evakuaci v Plzeňském kraji, včetně rozhovorů se zástupci základních složek IZS a zástupci krajského úřadu a ČČK. K identifikaci silných a slabých stránek, příležitostí a hrozeb souvisejících s evakuací v Plzni byla použita SWOT analýza. Výsledky analýzy ukazují na potřebu většího zapojení technologií, zlepšení komunikace s veřejností a rozšíření spolupráce mezi složkami IZS a dalšími subjekty. Práce poskytuje komplexní pohled na systém evakuace v Plzni a přináší návrhy na zlepšení, které by mohly zvýšit efektivitu a bezpečnost evakuačních procesů.This work focuses on analyzing the preparedness of the city of Pilsen for the evacuation of its population in crisis situations, particularly in the context of floods. The goal was to evaluate existing mechanisms and processes of evacuation and, based on this analysis, propose improvements for more effective and safer management of evacuations. The theoretical part provides an overview of the current state of crisis management, including the role of public administration bodies and the components of the Integrated Rescue System (IRS), and defines key terms related to evacuation. The practical part is based on the analysis of specific plans and documents relevant to evacuation in the Pilsen region, including interviews with representatives of the basic components of the IRS. A SWOT analysis was used to identify the strengths and weaknesses, opportunities, and threats associated with evacuation in Pilsen. The results of the analysis indicate the need for greater involvement of technology, improved communication with the public, and expanded cooperation among the components of the IRS and other entities. The work provides a comprehensive view of the evacuation system in Pilsen and offers suggestions for improvements that could enhance the efficiency and safety of evacuation processes.
