Průzkum a rozbor připravenosti veřejného sektoru na zadávání veřejných zakázek metodou BIM dle koncepce zavádění BIM v ČR

Abstract

Hlavním cílem diplomové práce je zjistit aktuální stav připravenosti krajů České republiky na plánovanou povinnost zadávání nadlimitních veřejných zakázek na stavební práce realizované metodou BIM. V této souvislosti je vytvořen rozbor tradičního procesu a procesu zadávání veřejné zakázky s použitím metodiky BIM. Proces zadávání se řídí zákonem o zadávání veřejných zakázek, a proto se nemění. Rozdíly jsou obsaženy pouze v jednotlivých etapách zadávacího řízení, které tato práce popisuje. Průzkum veřejného sektoru byl zaměřen na připravenost zadavatelů na tyto změny a byl proveden ve třech fázích. V první zkoumal připravenost pomocí krátké ankety rozeslané na všechny kraje ČR. Na základě odpovědí byly sestaveny otázky pro druhou fázi průzkumu, a to řízený rozhovor se zástupcem České agentury pro standardizaci, která tvoří potřebné metodiky implementace BIM. Z výsledků první a druhé fáze průzkumu byly sestaveny otázky pro třetí fázi – řízený rozhovor se zástupci krajů České republiky a na základě rozboru odpovědí byla určena jejich připravenost. Z odpovědí všech třech fází byla provedena zpětná vazba informací do celé diplomové práce.The main goal of the diploma thesis is to determine the current state of readiness of the Czech Republic´s regions for the scheduled obligation to award above-limit public contracts for construction work carried out using the BIM method. In this context, an analysis of the traditional method and the process of awarding a public contract through the BIM methodology is created. The procurement process is governed by the Public Procurement Act and therefore does not change. The differences are contained only in the individual stages of the tender procedure, which this thesis describes. The public sector survey was focused on the readiness of contracting authorities for these changes and was conducted in three phases. In the first phase, the readiness using a short survey sent to all regions of the Czech Republic was examined. Based on the answers, questions were compiled for the second phase of the survey that consisted of a guided interview with a representative of the Czech Agency for Standardization, which creates the necessary methodologies for the BIM implementation. From the results of the first and second phases of the survey, questions were compiled for the third phase - a guided interview with representatives of the regions of the Czech Republic, whose readiness was determined based on an analysis of their answers. The answers of all three phases provided a feedback of information to the entire diploma thesis.
