Možnosti zapojení osob ve výkonu trestu skrze nestátní neziskové organizace při řešení mimořádných událostí v Libereckém kraji

Abstract

Cílem diplomové práce je analyzovat možnost zapojení osob ve výkonu trestu prostřednictvím nestátních neziskových organizací při řešení mimořádných událostí v rámci České republiky, s větším důrazem na Liberecký kraj. V teoretické části je v jednotlivých kapitolách popsán současný stav problematiky, zejména legislativní rámec vězeňské a probační služby, výkonu trestu odnětí svobody, integrovaného záchranného systému, mimořádných událostí, postavení státních a nestátních neziskových organizací při řešení mimořádných událostí. Také se zabývá fungováním několika nevládních neziskových organizací, zaměřených na reintegraci osob během a po výkonu trestu. Praktická část vycházela z kvalitativního výzkumu, provedeného v nestátních neziskových organizacích, zaměřených na reintegraci osob po výkonu trestu. Formou řízených rozhovorů, zaznamenaných do dotazníků byly zjišťovány informace o dosavadních výsledcích práce, o současných nedostatcích, o organizační struktuře a kompetencích zapojených osob. Výsledky jsou shrnuty v situační analýze SWOT. Zároveň byly porovnány dva sociální podniky, Terapoint, s.r.o. a LIGA, o.p.s. - Zelená dílna. V dalších kapitolách se práce věnuje fungování integrovaného záchranného systému při řešení mimořádných událostí, jak na celostátní úrovni, tak v rámci Libereckého kraje. Na konci diplomové práce jsou v přílohové části uvedeny výsledky z rozhovorů s nestátními neziskovými organizacemi, které se v České republice zaměřují na reintegraci osob.The aim of this diploma thesis is to analyze the possibility of involvement of persons in custody through non-governmental non-profit organizations in dealing with emergencies within the Czech Republic, with a greater emphasis on the Liberec region. The theoretical part describes the current status of the issue, especially the legislative framework of Prison Service and Probation Service, execution of imprisonment, integrated rescue system and of emergencies. Another chapter shows the position of state and non-state non-profit organizations in solving emergencies. It also deals with the functioning of several non-governmental non-profit organizations aimed at the reintegration of people during and after the imprisonment. The practical part was based on qualitative research carried out in non-governmental non-profit organizations focused on the reintegration of persons after the imprisonment. Information on past work results, current deficiencies, organizational structure and competencies of the persons involved were identified by questionnaire survey. The results are summarized in SWOT situational analysis. At the same time, two social enterprises, Terapoint Ltd. and LIGA, Community interest society - Green workshop, were compared. In the next chapters, the thesis deals with the functioning of the integrated rescue system in dealing with emergencies, both at the national level and within the Liberec region. The questionnaires filled by the non-governmental non-profit organizations focused on the reintegration of people during and after the imprisonment in the Czech Republic, are enclosed at the end of the diploma thesis.
