Využití principů a infrastruktury e-government pro efektivní elektronizaci zdravotnictví

Abstract

Diplomová práce se zabývá oblastí e-governmentu a e-health v České republice. Cílem je porovnat současný model elektronického zdravotnictví s modelem využití principů a infrastruktury e-government. V současném stavu problematiky jsou shrnuty klíčové projekty e-governmentu a e-health v Evropské unii a v České republice. V praktické části diplomové práce jsou popsány možné architektury vybraných oblastí elektronizace zdravotnictví, které jsou srovnány se současným stavem. Dále je provedena analýza rizik FMEA (analýza možných vad a jejich následků), která definuje dvě možné vady s kritickým rizikovým číslem - nezprovoznění Národního systému výměny a sdílení zdravotnické dokumentace a elektronických zdravotních záznamů a neúspěšné vybudování Národního centra elektronického zdravotnictví. Pro tato rizika jsou v diskuzi práce navrhnuta preventivní opatření, která mají za úkol minimalizovat pravděpodobnost vzniku vad.The diploma thesis explores the area of e-government and e-health in the Czech Republic. The aim of the thesis is to compare the current model of e-health with the model use of e-government principles and infrastructure. In the theoretical part of thesis are summarized the main projects of e-government and e-health in the European Union and in the Czech Republic. The practical part of the thesis describes the architectures of selected areas of e-health, which are compared with the current architectures. Analysis FMEA (Failure Mode and Effects Analysis) is realized. Two possible failures with a critical risk number are defined - non-formation of the National System of Exchange and Sharing of Medical Documentation and Electronic Health Records and unsuccessful building of the National Center for e-health. Preventive provisions are suggested for these risks to minimize the probability of failures.
