Disertační práce se zabývá problematikou řízení a zabezpečení železničního provozu. Nejprve jsou v práci popsány a analyzovány v souvislostech prvky současného systémového řízení a zabezpečení železničního provozu (zejména v kontextu ČR) s důrazem na subsystém zabezpečení. Dále se práce zabývá vlastním systémovým návrhem nového flexibilního řízení, které je dosud nezavedené, s využitím základních principů systému ERTMS/ETCS L3. Definuje výchozí předpoklady a principy flexibilního řízení, architekturu systému, prvky systému a základní funkční požadavky. Analyzuje pohyb vozidla a operace prováděné s vlaky. Ve všech těchto bodech průběžně detekuje hrozící nebezpečí plynoucí z principů dynamického řízení a minimalizace prvků infrastruktury. Dále popisuje postup ověření základních principů navržených v práci v prostředí laboratoře - na Dopravním sále FD ČVUT. Práce prináší nový přístup k řešení problematiky řízení a zabezpečení železničního provozu vyznačující se datovou komunikací vozidlo-infrastruktura, což vede k možnosti minimalizace prvků na straně infrastruktury s přesahem do oblasti řízení, kde otevírá tento přístup nové možnosti. The dissertation deals with the issue of railway traffic control and interlocking. First, the work describes and analyzes the elements of the current system of railway traffic control and interlocking (especially in the context of the Czech Republic) with the emphasis on the interlocking subsystem. It also deals with system design of a new flexible railway traffic control system, which has not yet been implemented, using the basis principles of the ERTMS/ETCS L3 system. It defines the intitial assumptions and principles of flexible control, system architecture, system elements and basic functional requirements. Dissertation analyzes vehicle movement and operations performed with trains. At all these points, it continiously detects dangers arising from the principles of flexible traffic control and minimization of infrastructure elements. It also describes the procedure for verifying the basic principles proposed in the work in the laboratory environment - in the Transport Laboratory Faculty of Transportation CTU. The work brings a new approach to solving the problems of control and interlocking railway traffic characterized by data communication vehicle-infrastructure, which leads to the possibility of minimizing elements on the infrastructure side.
