Analýza rizik v letecké dopravě z pohledu regulátora

Abstract

Diplomová práce popisuje základní metody k hodnocení rizik, aktuální bezpečnostní problémy získané z dat poskytnutých Úřadem civilního letectví. V práci je dále pro-vedeno porovnání pořadí závažnosti faktorů pomocí metody ARMS s hodnocením navrženým v rámci této diplomové práce, spočívající v přiřazení ARMS indexu kaž-dému faktoru podílejícího se na události. Na sledovaném vzorku dat byl výčet nejčetnějších, resp. nejvýznamnějších faktorů stejný, nicméně jejich pořadí se změnilo. Další navrženou možností rozšíření této metody, pro velké soubory dat je aplikace mezní hodnoty ARMS indexu události, čímž se výčet faktorů sníží a v grafu zůstanou zobrazeny jen ty faktory těch událostí, které měly závažnost, definovanou ARMS indexem, větší než zadaná mezní hodnota. Události je možné sledovat a vyhodnocovat buď periodicky nebo průběžně, přičemž délka sledovaného období by měla odpovídat aktuálním událostem tzn. cca jednou za rok či méně v závislosti na počtu událostí.The diploma thesis describes the basic methods for risk assessment, present safety issues obtained from data provided by the Civil Aviation Authority. In this thesis there is the comparison to the ranking of the factor´s seriousness using the ARMS method and the evaluation proposed in the scope of this diploma thesis, consisting in assigning the ARMS index to each factor participating to the event. On the ob-served sample of data there was the enumeration of the most frequent, respectively the most important factors the same, however their ranking has changed. Another suggested option of expanding this method, for large data files is the application of the limit value of the ARMS index event, thereby that reduces the enumeration of the factors and there will be showed only the factors of those events in the graph, which had the seriousness, defined by the ARMS index, larger than the assigned limit value. Events can be monitored and evaluated either periodically or on an on-going basis, with the length of the observed period should correspond to the current events, which means about once a year or less, depending on the number of events.
