Možné teroristické útoky na měkké cíle v Jihočeském kraji

Abstract

Disertační práce se zaměřuje na problematiku ochrany měkkých cílů v kontextu možných teroristických útoků, obzvláště na kulturní objekty a akce v Jihočeském kraji. Měkké cíle, definované jako veřejně přístupná místa s nízkým stupněm zabezpečení a vysokou koncentrací osob, představují z hlediska současných bezpečnostních hrozeb značně zranitelné prostředí. Teroristické útoky v Evropě i jinde ve světě potvrzují, že právě kulturní instituce, historické památky a hromadné kulturní akce jsou atraktivním cílem pro pachatele hledající symbolický a mediálně silný dopad. Cílem práce je analyzovat míru ohrožení vybraných měkkých cílů v Jihočeském kraji pomocí dvou metodických rámců americké metodiky CARVER a metodiky Ministerstva vnitra ČR. Práce využívá kombinovaný výzkumný přístup spojující kvantitativní hodnocení s kvalitativní interpretací výsledků, které byly následně ověřeny i prostřednictvím bezpečnostních taktických cvičení za účasti složek Integrovaného záchranného systému. Výzkum byl zaměřen na pět nejrizikovějších kulturních objektů v regionu, přičemž byl posuzován nejen pravděpodobný způsob útoku, ale i dopad na veřejnost, kulturní hodnoty a krizové řízení. Výsledky ukazují, že i přes existenci základních bezpečnostních opatření přetrvává značná zranitelnost kulturní infrastruktury zejména v oblasti preventivní ochrany, krizového plánování a koordinace s bezpečnostními složkami. Práce přináší návrh na rozšíření metodiky hodnocení rizikovosti měkkých cílů o specifické koeficienty zohledňující sezónnost, typ kulturní události a míru veřejné exponovanosti. Závěry mají praktické uplatnění jak pro správce kulturních institucí, tak pro bezpečnostní odborníky a představitele veřejné správy. Práce přispívá k rozvoji odborné debaty v oblasti ochrany měkkých cílů v kulturním kontextu a poskytuje aplikovatelný model, který je přenositelný do dalších regionů České republiky i do zahraničí.The dissertation focuses on the issue of protecting soft targets in the context of possible terrorist attacks, with a special focus on cultural objects and events in the South Bohemian Region. Soft targets, defined as publicly accessible places with a low level of security and a high concentration of people, represent a highly vulnerable environment in terms of current security threats. Terrorist attacks in Europe and elsewhere in the world confirm that cultural institutions, historical monuments and mass cultural events are attractive targets for perpetrators seeking a symbolic and media-heavy impact. The aim of the work is to analyze the level of threat to selected soft targets in the South Bohemian Region using two methodological frameworks the American CARVER methodology and the methodology of the Ministry of the Interior of the Czech Republic. The work uses a combined research approach combining quantitative assessment with qualitative interpretation of the results, which were subsequently verified through security tactical exercises with the participation of the Integrated Rescue System units. The research focused on the five riskiest cultural objects in the region, assessing not only the likely method of attack, but also the impact on the public, cultural values and crisis management. The results show that despite the existence of basic security measures, significant vulnerability of cultural infrastructure persists, especially in the areas of preventive protection, crisis planning and coordination with security forces. The work proposes to expand the methodology for assessing the risk of soft targets by specific coefficients, taking into account seasonality, the type of cultural event and the level of public exposure. The conclusions have practical application both for administrators of cultural institutions, as well as for security experts and representatives of public administration. The work contributes to the development of professional debate in the field of soft target protection in a cultural context and provides an applicable model that is transferable to other regions of the Czech Republic and abroad.
