Bezpečnostní rizika v rámci střeleckého výcviku u Policie České republiky a jejich minimalizace

Abstract

Cílem této práce je odhalit možná rizika, definovat je a navrhnout inovativní změny ke zvýšení bezpečnosti v rámci prováděných střeleckých výcviků. Denně se na střelnici pohybuje vysoké množství policistů, proto je nutné brát velmi vážně riziko střeleckého poranění. Teoretická část je zaměřena na bezpečnostní problematiku střeleckého výcviku u Policie České republiky. K bližšímu přiblížení problematiky je popsán proces přidělení zbraně do výkonu služby po zařazení do služebního poměru a základní odborná příprava policistů. Dále je představena střelecká příprava a metodika výcviku. Uvedeny jsou také pravidla a povinnosti policistů a instruktorů na střeleckém výcviku služební přípravy. V praktické části realizované pomocí 9 kvalitativních rozhovorů, byla zjišťována data, která měla za cíl splnit stanovený cíl práce, k čemuž skutečně došlo. Dále byla provedena analýza služebních úrazů a byla představena typická porušení bezpečnostních pravidel v rámci střeleckého výcviku.The aim of this thesis is to identify possible risks, define them and propose innovative changes to improve the safety of shooting training. A large number of police officers are on the firing range on a daily basis and therefore the risk of shooting injuries must be taken very seriously. The theoretical part focuses on the safety issues of shooting training in the Police of the Czech Republic. It describes the process of assignment of a weapon to a police officer after he or she is recruited and the basic training of police officers. Shooting training and training methodology are also presented. The rules and duties of police officers and instructors in the course of firearms training are also presented. In the practical part, which was carried out through 9 qualitative interviews, data was collected to meet the stated aim of the thesis, which was indeed the case. Furthermore, an analysis of service accidents was carried out and typical breaches of safety rules in shooting training were presented.
