Zdravotnické zabezpečení evakuace obyvatel části správního obvodu ORP za branné pohotovosti státu

Abstract

Ve své diplomové práci se budu zabývat zdravotnickým zabezpečením evakuace při branné pohotovosti státu, a to konkrétně vybrané části ORP Přeštice. Budu zde zjišťovat personální i dopravní zajištění zdravotnického zabezpečení, ale také analyzovat dokumenty města týkající se evakuace, a to konkrétně jejího zdravotnického zabezpečení. V teoretické části uvedu krizové stavy dané zákonem, podrobně popíši samotnou evakuaci, ale také funkci zdravotnické záchranné služby. Dále popíši brannou pohotovost a systém Hospodářských opatření pro krizové stavy, který je nedílnou součástí zabezpečení při krizových stavech. V praktické části se budu zabývat samotnou vybranou částí ORP Přeštice, jejíž připravenost pro zdravotnickou evakuaci budu řešit a pro kterou budu zjišťovat místní možnosti tohoto zabezpečení. Výstupem mé práce bude zjištění mezer v zajištění zdravotnického zabezpečení evakuace a návrh možných opatření a doporučení efektivnější řešení zdravotnického zabezpečení evakuace mnou vybrané části ORP Přeštice.In this dissertation I will examine the medical arrangements for evacuation in the event of defence readiness, specifically of a selected part of MEP (Municipality with Extended Powers) Přeštice. Here I will ascertain the personnel and transport provisions for medical arrangements, as well as analyse town documents concerning evacuation, specifically its medical arrangements. In the theoretical part I will specify the crisis states set out by the law and describe evacuation itself in detail, together with the function of the ambulance service. I will also describe defence readiness itself and the system of Economic Measures for Crisis States, which are an integral part of arrangements during crisis states. In the practical part I will examine the actual selected part of MEP Přeštice, deal with its preparedness for medical evacuation and ascertain the local options for such arrangements. The output of my work will be the ascertaining of gaps in the provision of medical arrangements for evacuation and a proposal for possible measures and recommendations of a more effective solution for medical arrangements for the evacuation of the selected part of MEP Přeštice.
