Analýza možností nasazení sil a prostředků AČR ve prospěch HZS ČR při řešení mimořádných událostí a krizových situací nevojenského charakteru

Abstract

Tématem bakalářské práce je analýza schopností Armády ČR poskytnout své síly a prostředky jako podporu integrovanému záchrannému systému, zejména Hasičskému záchrannému sboru ČR, při řešení mimořádných událostí a krizových situací v době míru. Teoretická část práce se věnuje základním pojmům, platné legislativě a interním dokumentům. Dále jsou popsány zásady nasazování sil a prostředků Armády ČR dle platných právních norem. Na závěr teoretické části jsou představeny vyčleněné síly a prostředky ve prospěch integrovaného záchranného systému. V praktické části práce jsou pomocí kvalitativní analýzy popsány vybrané mimořádné události a krizové situace, na jejichž řešení se podíleli příslušníci a technika Armády ČR. Získaná data, jako jsou počty nasazených vojáků a hasičů, personální možnosti Armády ČR a maximální možné vyčlenění sil a prostředků, jsou dále vzájemně porovnávána metodou statistické komparace. Celý systém nasazení je v závěru zhodnocen pomocí SWOT analýzy. Výsledky ukazují, že dostupné kapacity Armády ČR nejsou v současnosti plně využívány, což je způsobeno zejména nedostatečnou koordinací a legislativními omezeními. Práce navrhuje konkrétní opatření, jako je zlepšení komunikace mezi složkami, pravidelná společná cvičení a úprava právních předpisů. Závěry mohou přispět k efektivnějšímu využití Armády ČR při řešení budoucích mimořádných událostí a krizových situací.This bachelor thesis analyzes the capabilities of the Czech Army to provide its forces and resources as support to the Integrated Rescue System, particularly to the Fire Rescue Service of the Czech Republic, when addressing emergencies and crisis situations during peacetime. The theoretical part of the thesis focuses on basic concepts, applicable legislation, and internal documents. It further describes the principles for deploying Czech Army forces and resources according to valid legal norms. The conclusion of the theoretical section presents the forces and resources allocated to support the Integrated Rescue System. In the practical part of the thesis, selected emergencies and crisis situations in which Czech Army personnel and equipment participated are described using qualitative analysis. The collected data, such as the numbers of deployed soldiers and firefighters, personnel capabilities of the Czech Army, and the maximum possible allocation of forces and resources, are compared using statistical comparison methods. The entire deployment system is evaluated in the conclusion using SWOT analysis. The results show that the available capacities of the Czech Army are not currently being fully utilized, mainly due to insufficient coordination and legislative limitations. The thesis proposes specific measures, such as improving communication between components, conducting regular joint exercises, and adjusting legal regulations. The conclusions may contribute to more effective utilization of the Czech Army in addressing future emergencies and crisis situations.
