Analýza funkcí a připravenosti systému povodňové ochrany města Písek

Abstract

Diplomová práce se zabývá analýzou funkcí a celkové připravenosti systému povodňové ochrany města Písek. Pro vypracování práce byly nejdůležitější materiály projektů protipovodňové ochrany města, poskytnuté Odborem životního prostředí Městského úřadu Písek. Hlavním cílem byla komplexní analýza funkcí, účinnosti a celkové připravenosti systému protipovodňové ochrany města Písek. Diplomová práce je rozčleněna na dvě hlavní části, a to teoretickou část a praktickou část. Teoretická část nejprve popisuje povodňová opatření, poté zmiňuje povodňovou legislativu spjatou s daným tématem. Následující část svojí charakteristikou přibližuje čtenáři zájmové území a zmiňuje také historické povodně, které v minulosti zasáhly Písek. Velice důležitým úsekem teoretické části práce je popis povodňového plánu města Písek. V praktické části jsou již vypsány konkrétní projekty protipovodňové ochrany města Písku, které byly realizovány po ničivých povodních v roce 2002, ale také projekty, které jsou ve fázi stavebního projektu, kdy se projednávají dotace, které jsou nezbytné pro výstavbu. Dále se praktická část práce věnuje organizaci povodňové ochrany města Písek. Je zde zmíněna povodňová komise města a její činnost. Na základě rozhovoru s panem Ing. Miloslavem Šatrou a vyhodnocení SWOT analýzy budou navrženy zlepšení a doporučení v oblasti protipovodňové ochrany města Písek.The diploma thesis deals with the analysis of the functions and overall readiness of the flood protection system of the city of Písek. For the processing of the work, the most important materials were the materials of the city's flood protection projects, provided by the Department of the Environment of the Písek Municipal Office. The main goal was a comprehensive analysis of the functions, effectiveness and overall readiness of the flood protection system of the city of Písek. The diploma thesis is divided into two main parts, namely the theoretical part and the practical part. The theoretical part describes flood measures, then mentions flood legislation related to the given topic. The following part of its description brings the reader closer to the area of interest and also mentions the historical floods that affected Písek in the past. A very important section of the theoretical part of the thesis is the description of the flood plan of the city of Písek. The section already lists specific flood protection projects for the city of Písek, which are necessary for projects after the devastating floods in 2002, but also projects that are in the construction phase, when subsidies that are necessary for construction are being discussed. Furthermore, the practical part of the work is devoted to the organization of flood protection in the city of Písek. The city's flood commission and its activities are mentioned here. Based on the interview with the Mr. Ing. Miloslav Šatra and the evaluation of the SWOT analysis, improvements and recommendations in the field of flood protection of the city of Písek will be proposed.
