Zhodnocení stávajících postupů složek IZS při společném zásahu s přítomností biologických agens nebo toxinů při bioteroristickém útoku

Abstract

Tato diplomová práce se zabývá analýzou dokumentů souboru typových činností integrovaného záchranného systému České republiky. Zkoumá, zda tyto dokumenty obsahují postupy pro efektivní řešení bioteroristických útoků. Jako hlavní metoda práce je použita metoda checklist. Je vytvořen seznam kontrolních otázek na základě analýzy případových studií bioteroristických útoků. Touto metodou jsou dokumenty souboru typových činností podrobeny kritické analýze s cílem zjistit, zda tvůrci těchto dokumentů efektivně připravili vnitřní bezpečnostní systém České republiky na řešení problematiky bioterorismu. Jako pomocná metoda jsou zpracovány polostrukturované rozhovory se zástupci složek, které by se prakticky podíleli na řešení této problematiky a výstupy z těchto rozhovorů jsou rovněž začleněny do checklistu. Výsledkem této práce je zjištění, že soubor typových činností efektivně neřeší hrozbu bioterorismu a jsou navržena doporučení pro posílení našeho vnitřního bezpečnostního systému.This thesis deals with the analysis of standard activity set documents for the Czech Republic's integrated rescue system. It examines whether these documents contain procedures to effectively address bioterrorist attacks. The checklist method is used as the main work method. A list of control questions is created based on an analysis of case studies regarding bioterrorist attacks. With this method, the standard activity set documents are subjected to a critical analysis to determine whether the creators of these documents have prepared the Czech Republic's internal security system effectively for addressing bioterrorism. As an auxiliary method, semi-structured interviews are elaborated with department representatives, which would virtually participate in solving this issue and the outputs of these interviews are also included in the checklist. The result of this work is the finding that the set of standard activities do not effectively address the bioterrorism threat and recommendations are suggested for strengthening our internal security system.
