Srovnání Pandemického plánu ČR z roku 2006 a roku 2011, analýza cílů stanovených v Pandemickém plánu ČR z roku 2011.

Abstract

Předmětem diplomové práce je srovnání obsahu dvou dokumentů, které se týkají pandemické připravenosti v České republice, a to Pandemického plánu z roku 2006 a jeho novelizované verze, Pandemického plánu z roku 2011. V teoretické části je nastíněný současný stav pandemického plánování na úrovni Světové zdravotnické organizace a v České republice. Další část tvoří charakteristika základních pojmů a souvisejících právních předpisů. Následuje přiblížení pandemie a infekčních onemocnění, které mají pandemický potenciál. Srovnání uvedených dokumentů je spolu s analýzou cílů stanovených v Pandemickém plánu (2011) základem práce. V praktické části je na základě provedené analýzy cílů Pandemického plánu (2011) vyhodnocena jejich proveditelnost. Závěr práce je věnován řešení hypotéz, které byly stanoveny.

The object of the thesis is comparison of content of the two documents, which concern pandemic preparedness of the Czech republic, namely 2006 Pandemic plan and its amended version of the Pandemic plan from 2011. The theoretical part deals with current state of pandemic planning at the level of the World Health Organization and in the Czech republic. The following part is created by the characteristic of the basic terminology and the related legal regulations. Pandemic and infectious diseases, which have pandemic potential, are described subsequently. The comparison of stated documents along with the analysis of the goals set up in the Pandemic plan 2011 has created the basis of the thesis. Feasibility of the analysis of determined goals has been evaluated in the practical part. The conclusion of thesis is devoted to the solution of hypotheses which had been set up.
