Systémová bezpečnostní analýza evakuačních strategií pro PRM

Abstract

V případě nouzové situace na letišti je vhodné a velmi důležité, aby nouzové a evakuační procesy splňovaly přijatelnou úroveň bezpečnosti. V této práci je cílem prokázat, že nouzové a evakuační procesy jsou nastaveny na takové úrovni a ve stejné kvalitě jak pro cestující s omezenou schopností pohybu a orientace, tak pro běžné cestující. Proto lze v této práci nalézt odpověď v podobě analýzy vybraných procesů podílejících se na úspěšné evakuaci osob z prostoru složitého socio-technického systému mezinárodního civilního letiště podléhající evropské legislativě. Metodicky v této práci se nachází teoretický vhled do problematiky evakuačních strategií pro cestující s omezenou schopností pohybu a orientace, analýza legislativního rámce a studium procesů evakuace. Tyto procesy zde jsou podrobeny systémové bezpečnostní analýze nebezpečí a rizik dle modelu STAMP za použití metody STPA. Z této metody vychází celkový popis systému evakuace a technická zpráva o evakuačních strategiích. Výsledná studie přináší pochopení klíčových problémů v procesech evakuace osob se sníženou schopností pohybu a orientace a podklady pro zvýšení úrovně bezpečnosti při evakuaci. Nejzásadnějším výsledkem této práce je dokumentace požární ochrany, auditní list a identifikovaný možný vývoj ztrát pro PRM. V závěru jsou formulována konkrétní řešení, které spočívají ve zlepšení školení osob pro péči o PRM a zlepšení prostorové vybavenosti letišť pro PRM.In case of the emergency situation at the airport is appropriate and very important that emergency and evacuation processes would comply with acceptable level of safety. In this diploma thesis the main objective is to prove, that emergency and evacuation processes are set on such a level and at the same level of quality as for passengers with reduced mobility and ability to orient as for the regular passengers. Thus in this thesis is possible to find an answer in analysis of the particular processes participating in successful evacuation of persons from the area of the complicated socio-technical sysem of international civil airport that works under the European legislation. Methodically is in this thesis stated theoretical view of problematice of evacuation strategies for passengers with reduced mobility and ability to orient themselves, analysis of legislative framework and a study of evauation processes. These processes underwent system safety analysis of hazzards and risks according to the safety model STAMP by using the STPA method. This method results in producing the whole description of the system of evacuation and technical report about the evacuation strategies. Resulting study is bringing up the understanding of key problems in processes of evacuation of people with reduced ability to move and orient themselves and basis for enhancing the level of safety during the evacuation. The most significant result of this thesis is a fire evacuation plan, an audit sheet and identified loss scenarios for PRM. In conclusion of this thesis are formulated specific solutions, which lies in improvement of training of persons to care for PRM and improvement of the spatial amenities of airports for PRM.
