Možnosti zabezpečení objektů v rámci PČR

Abstract

Výchozím předpokladem pro zajištění vnitřní bezpečnosti a veřejného pořádku v území, a tím splnění očekávaných a právními normami stanovených povinností kladených na pověřeného ,,ochránce", je zajištění jeho vlastní bezpečnosti, akceschopnosti a připravenosti. Narušení jeho zázemí, vnitřní interních vazeb, spoluprací či součinností, představuje jako pro každý uzavřený systém, významný a nesnadno řešitelný problém. Předložená diplomová práce pojednává, o systému zabezpečení areálů Policie České republiky. Shromažďuje, analyzuje a prezentuje postupy a činnosti, které daný subjekt ve prospěch zvýšení bezpečnosti a zabezpečení významných aktiv využívá. Popisuje současný postup odpovědných osob při návrhu činností a výsledného vyhotovení požadované dokumentace bezpečnostní ochrany areálu. Na základě shromážděných informací, podkladů, znalostí a z nich zpracované bezpečnostní analýzy, je v diplomové práci identifikovaný strategicky významný směr, vedoucí k minimalizaci nebezpečí a rizik, která mohou areály Policie České republiky ohrozit a tím omezit popřípadě ohrozit výkon její požadované funkce v systému zajištění vnitřní bezpečnosti a veřejného pořádku. Na základě identifikace hrozeb, vyhodnocení a posouzení rizik, jsou v praktické části uvedeny návrhy na zlepšení způsobu ochrany areálů Policie České republiky, navrhující vhodné a akceptovatelné způsoby a možnosti směřující k snížení míry zranitelnosti těchto areálů. Zvyšující odolnost těchto areálů vůči těmto rizikům, při respektování finanční náročnosti, efektivity a udržitelného rozvoje policie. Ve vztahu k odpovědným osobám práce vymezí jejich potřebné odborné kompetence a dovednosti, potřebné k výkonu práce k zajištění bezpečnosti areálů.

A prerequisite for ensuring internal security and public order in a territory, and thereby meeting expected and legal standards laid down by the obligations imposed on the authorized "protector", is to ensure its own safety, readiness and preparedness. The disturbance of its background, internal ties, cooperation or synergy represents, as for any closed system, a significant problem that is difficult to solve. This diploma thesis deals with the security system of the Police of the Czech Republic. It collects, analyzes and presents the procedures and activities that the entity uses to enhance the safety and security of significant assets. It describes the current procedure for the persons responsible for the design of workflow and for the final elaboration of the required documentation of the security protection in the premises. On the basis of collected information, resources, knowledge, and their analysis, the diploma thesis identifies a strategically significant direction leading to the minimization of the risks and threats that can affect the premises of the Police of the Czech Republic and thereby limit the performance of its required function in the system of internal security and public order. On the basis of threat identification, risk assessment and evaluation, the practical part presents proposals for improving the protection of the Czech Republic Police areas, proposing appropriate and acceptable ways and options to reduce the vulnerability of these sites, increasing the resilience of these areas to these risks whilst respecting the financial complexity, efficiency and sustainable development of the police. In relation to the responsible persons, it will define their necessary professional competencies and skills needed to perform the work to ensure the safety of the premises
