Evaluace Operačního programu Životní prostředí v Jihočeském kraji

Abstract

Bakalářská práce se zabývá dotačním programem Operační program Životní prostředí s teoreticko-aplikačním charakterem. V teoretické části jde o popis dvou na sebe navazujících dotačních období z programu OPŽP. Hlavním cílem je popis všech podporovaných prioritních os a oblastí či specifických cílů. Dále je v práci ukázáno, kolik peněz z evropského fondu bylo přiděleno jednotlivým prioritním osám a kdo má právo o tyto dotace zažádat. Na teoretickou část navazuje část praktická. Úvodem je pomocí sesbíraných dat z časopisu Priorita, ze stránek OPŽP a Ministerstva pro místní rozvoj ukázáno, kolik žadatelů v daných krajích získalo dotaci a jakou dostali výši podpory. Dále je uveden konkrétní případ využití dotačních prostředků na zateplení Mateřské školy v Bělčicích. V této části se práce zabývá určením nákladů na opatření k získání dotace pomocí sestavení výkazu výměr v programu KROS Plus verze 18.1 a jeho ocenění stavební firmou. Závěrem je zpracováno vyhodnocení, zda rekonstrukce mateřské školky byla přínosná či nikoli.

This bachelor thesis looks into the Grant Programme of the Operational Environmental Programme with theoretical-application character. The theoretical part focuses on a description of two consecutive grant periods out of the OEP. The main objective is a description of all the priority hubs being subsidised, and corresponding areas or specific targets.The work also demonstrates how much money has been granted from the European Fund to individual priority hubs and who is entitled to apply for such grants. The theoretical part of the thesis is followed by the practical part. The opening section, based on data gathered from the Priorita mgazine, being available on the OEP and Regional Development Ministry websites, shows the number of applicants in particular regions, who have been granted the subsidy, as well as the extent of particular grants. Furthermore; the thesis states a particular case of utilizing the subsidy mechanisms in a project of energy-efficient renovation of a nursery school building in Bělčice. In this section, the thesis focuses on identifying expenses incurred in provisions to facilitate the granting process by compiling a breakdown of plots of land in the KROS Plus programme - version 18.1 and its evaluation made by the construction company. Finally, the thesis presents an assessment as to whether the reconstruction project on the nursery school itself was beneficial or not.
