Možnosti využití sociálních sítí pro informování obyvatelstva při krizových situacích

Abstract

Tématem bakalářské práce jsou Možnosti využití sociálních sítí pro informování obyvatelstva při krizových situacích. Toto téma jsem zvolil na základě probíhající pandemie covid-19, při zpozorování problému v komunikaci s občany České republiky. Tato práce by mohla posloužit jako podnět pro inovaci zaběhlých postupů a vytvoření lepších podmínek při situacích, které vyžadují komunikovat s občany. V teoretické části jsme se zaměřili na definování základních témat této bakalářské práce. Došlo k zhodnocení v současnosti používaných sociálních sítí a dalších systémů z hlediska možnosti využití sociálních sítí, jakožto zdroje informací o průběhu mimořádné události a krizové situace pro zasažené obyvatelstvo. Dále jsme si vysvětlili pojem IZS (Integrovaný záchranný systém) a vše s ním spojené, včetně přiblížení jednotlivých krizových stavů. V praktické části byla data získána za pomoci nestandardizovaných dotazníků a polostandardizovaných rozhovorů s tiskovými mluvčími bezpečnostních sborů a následně byla přenesena v konkrétní doporučení pro inovaci postupů ve snaze zpestřit možnosti pro informování obyvatelstva při mimořádných událostech. V neposlední řadě byla snaha zjistit, zda jsou sociální sítě budoucností v informování a varování obyvatelstva.

The topic of the bachelor's thesis is the possibilities of using social networks to inform the population in crisis situations. I chose this topic on the basis of the ongoing covid-19 pandemic, while noticing the problem in communication with the citizens of the Czech Republic. This work could serve as an incentive to innovate well-established practices and create better conditions in situations that require communication with citizens. In the theoretical part, we focused on defining the basic topics of this bachelor thesis. The currently used social networks and other systems were evaluated in terms of the possibility of using social networks as a source of information on the course of the emergency and crisis situation for the affected population. We also explained the concept of IRS (Integrated Rescue System) and everything connected with it, including an overview of individual crisis orders. In the practical part, the data were obtained with the help of non-standardized questionnaires and semi-standardized interviews with press spokespersons of the security forces and were subsequently transferred to specific recommendations for process innovation in an effort, to diversify the possibilities for informing the population in emergencies. Last, but not least, the effort was to find out whether social networks are the future in informing and warning the population.
