Analýza možných opatření pro omezení dopadů organizovaného zločinu na bezpečnostní a ekonomické zájmy státu

Abstract

Organizovaný zločin představuje jedno z největších bezpečnostních rizik současného světa. Aktivity organizovaných zločineckých skupin nepředstavují pouze ohrožení bezpečnosti občanů, ale zejména vedou k ochromení celé společnosti. Tyto nelegitimní aktivity mohou mít značné dopady na ekonomiku, politiku, právní systém, státní správu, sociální strukturu, média a další složky společnosti. V boji s organizovaným zločinem existují různé metody a nástroje, které se snaží tento negativní jev eliminovat. Diplomová práce pojednává o analýze vybraných nástrojů a opatřeních České republiky a Evropské unie určených k boji s organizovaným zločinem. Úvod diplomové práce je věnován zhodnocení aktuálního stavu problematiky organizovaného zločinu na území ČR. V následujících kapitolách je popsán vývoj organizovaného zločinu v ČR, včetně oblasti vývoje trendů v této problematice. Jedna z kapitol je zaměřena na institucionální nástroje, které jsou považovány za jedny z nejdůležitějších nástrojů sloužících k potírání organizovaného zločinu. V praktické části diplomové práce jsou stanoveny cíle práce, hypotézy a vhodná metodika analýzy opatření určených pro boj s organizovaným zločinem. Za pomoci deskriptivních a kompilativních metod jsou popsány vybrané nástroje ČR a EU a jejich hlavní přístupy v boji proti organizovanému zločinu. Obsahem praktické části jsou výsledky SWOT analýzy, které popisují slabé a silné stránky zkoumaných opatření a nástrojů v boji s organizovaným zločinem. Informační zdroje tvoří především vybrané oficiální mezinárodní dokumenty, zejména pak právní akty EU, OSN, ČR, výroční zprávy jednotlivých resortů a publikace českých i zahraničních autorů, kteří se zabývají organizovaným zločinem. Závěrem diplomové práce jsou navržena opatření, která by mohla zvýšit účinnost boje s organizovaným zločinem.

Organized crime represents one of the biggest security risks in the world today. The activities of organized criminal groups not only pose a threat to the security of citizens, but in particular lead to the paralysis of society as a whole. These illegitimate activities can have significant impacts on the economy, politics, the legal system, public administration, social structure, the media and other sections of society. In the fight against organized crime, there are various methods and tools that try to eliminate this negative phenomenon. This diploma thesis deals with the analysis of selected instruments and precautions of the Czech Republic and the European Union designed to fight with organized crime. The introduction of the diploma thesis is devoted to the evaluation of the current state of the issue of organized crime in the Czech Republic. The following chapters describe the development of organized crime in the Czech Republic, including the development of trends in this area. One of the chapters is focused on institutional tools, which are considered to be one of the most important tools for reducing organized crime. The practical part of the thesis sets out the objectives of the thesis, hypotheses and a suitable methodology for the analysis of precautions designed to combat organized crime. With the help of descriptive and compilative methods, selected instruments of the Czech Republic and the EU and their main approaches in the fight against organized crime are described. The content of the practical part is the results of the SWOT analysis, which results describe the strengths and weaknesses of the examined precautions and tools in the fight against organized crime. Information sources consist mainly of selected official international documents, especially legal acts of the EU, OSN, Czech Republic, annual reports of individual ministries and publications of Czech and foreign authors who deal with organized crime. Finally, precautions are proposed that could increase the effectiveness of the fight against organized crime.
