Diplomová práce pojednává o nově zavedeném projektu eNeschopenka rozšiřující český eGovernment v kombinaci s plněním národní strategie elektronizace zdravotnictví - eHealth. V teoretické časti popisuje vývoj a současný stav projektu. Zmapovány byly i podobné projekty v Evropské unii. Ve výzkumné části práce hodnotí efektivitu eNeschopenky pomocí analýzy nákladové efektivity, kde požadovaný efekt byl získán multikriteriální analýzou variant TOPSIS. K dalšímu hodnocení eNeschopenky a závěrečným doporučením na její vylepšení byla použita strategická analýza SWOT spolu s maticí TOWS. The thesis deals with a newly introduced project eNeschopenka expanding the Czech eGovernment in combination with the implementation of the national strategy of electronic healthcare - eHealth. The theoretical part describes the development and current status of the project. Similar projects in the European Union were also mapped. In the research part the thesis evaluates the effectiveness of eNeschopenka by using cost-effectiveness analysis, where the desired effect was obtained by multicriteria analysis of variants called TOPSIS. Strategic SWOT analysis together with the TOWS matrix was used for further evaluation of the eNeschopenka and final recommendations for its improvement.
