Evaluace objektového zabezpečení vybraných školských zařízení na území města Beroun, analýza současného stavu a návrh zefektivnění ochrany školských objektů

Abstract

Tato diplomová práce se zabývá evaluací objektového zabezpečení vybraných školských objektů na území města Beroun. Cílem práce je analýza těchto zabezpečení, stanovení kritických míst a specifikace silných a slabých stránek z pohledu zabezpečení před vniknutím neoprávněné osoby do vnitřních prostor. Zkoumaná skupina škol se skládá z pěti základních škol a pěti středních škol. V základní části je přehled současného stavu školství v České republice v souladu s platnou legislativou. V dalším bloku je zpracován přehled některých závažných incidentů na školách v České republice a dále je uveden stručný přehled několika tragických událostí na školách v USA a v Evropě. V dalších samostatných kapitolách je uvedena související školská legislativa a ostatní legislativa ve vztahu k zabezpečení školských objektů, a dále přehled používaných technických zabezpečovacích prvků. V rámci praktické části práce byly provedeny místní šetření na jednotlivých školách a rozhovory se zástupci škol. Zjištěné informace a popisy jednotlivých objektů jsou uvedeny v samostatné kapitole. V dalším bloku praktické části je uvedena komparace vybraných bezpečnostních prvků na jednotlivých školách. Tyto prvky byly při místních šetřeních vyhodnoceny jako klíčové faktory objektového zabezpečení. Poslední blok praktické části uzavírá kapitola věnovaná SWOT analýze. Touto analýzou jsou shrnuty poznatky z místního šetření a z výstupních dat komparace klíčových faktorů. Všechny zkoumané školní objekty jsou v této analýze hodnoceny jako jeden celek v rámci jedné lokality. Samostatnou závěrečnou kapitolou této práce je shrnutí výsledků získaných SWOT analýzou a komparací. V návaznosti na zjištěné skutečnosti jsou v této kapitole nadefinovány některé možnosti a vybraná doporučení k zefektivnění ochrany školských objektů ve městě Beroun.

The topic of this thesis is the evaluation of property security of selected educational institutions in the town of Beroun. The aim of the thesis is an analysis of the security measures, a designation of critical parts and a specification of strong and weak points regarding the protection of the inner area against penetration by an unauthorized person. The researched group of schools consists of five elementary and five high schools. In the basic part a summary of current state of education in the Czech Republic according to the valid legislation can be found. In the next part an overview of some severe incidents at schools in the Czech Republic is presented, as well as a short overview of several tragic accidents at US and European schools. In the following individual chapters there is a description of relevant school legislation and other legislation related to the security of school institutions; an overview of used technical security measures can be found there too. In frames of the practical part of the thesis local research at the particular schools and interviews with the school representatives were taken. The found information and descriptions of particular institutions are the topic of an individual chapter. The practical part also contains a comparison of selected security measures at particular schools. These measures were evaluated as the key factors of the property security during the local research. The last part of practical section is concluded by a chapter dedicated to a SWOT analysis. In frames of this analysis the findings from the local research and from the outputs of the key factors comparison are summarized. All researched school institutions are evaluated in this analysis as one unit within one location. The conclusion of the SWOT analysis results is presented in the individual final chapter of the thesis. In the context of the found facts, some possibilities and selected recommendations for a higher efficiency of security of school institutions in the town of Beroun are defined in this chapter too.
