Analýza a možnosti zvýšení efektivity postupu řešení mimořádné události s hromadným postižením osob Zdravotnickou záchrannou službou Plzeňského kraje v součinnosti se základními složkami IZS

Abstract

Diplomová práce je rozdělena do dvou částí, a to na teoretickou a praktickou. Teoretická část práce je rozdělena na jednotlivé kapitoly týkající se legislativy řešení mimořádných událostí. Dále popisuje činnosti základních složek integrovaného záchranného systému a jejich koordinaci v místě mimořádné události s hromadným postižením osob. Tato část má za úkol objasnit důležité body v oblasti sledované problematiky v rámci mimořádných událostí s hromadným postižením osob. Praktická část diplomové práce je zaměřena na kvalitativní rozbor formou SWOT analýzy vybraných proběhlých mimořádných událostí s hromadným postižením osob řešených Zdravotnickou záchrannou službou Plzeňského kraje, včetně vybraného taktického cvičení zaměřeného na danou problematiku a současný systém řešení mimořádných událostí s hromadným postižením osob při společném nasazení spolu se základními složkami integrovaného záchranného systému. Metoda zvolená v praktické části diplomové rozebírá formou SWOT analýz vybrané doposud řešené mimořádné události s hromadným postižením osob a vybraného taktické cvičení. Výsledky těchto jednotlivých SWOT analýz byly zpracovány do bodů a na jejich základě byly stanoveny oblasti, ve kterých je možné zefektivnit postup při společném zásahu Zdravotnické záchranné služby Plzeňského kraje a základních složek integrovaného záchranného systému, což je cílem této práce. Zároveň tyto analýzy odpovídají na předem stanovené hypotézy. V závěru je zhodnoceno splnění cíle práce a stanovených hypotéz. Mimo jiné také další okolnosti, které mají vliv na problematiku řešení a efektivitu zásahu při mimořádných událostí s hromadným postižením osob.

The thesis is divided into two parts, theoretical and practical. The theoretical part of the thesis is divided into individual chapters concerning the legislation of dealing with emergencies. It also describes the activities of the basic components of the integrated rescue system and their coordination at the site of an emergency with mass disability. This section is intended to clarify important points in the field of issues of concern in the event of mass disasters. The practical part of the thesis is focused on qualitative analysis in the form of SWOT analysis of selected past incidents with mass disability of persons resolved by the Emergency Medical Service of the Pilsen Region, including a selected tactical exercise focused on the given issue and the current system for dealing with emergencies with mass disabilities the Basic Components of the Integrated Rescue System. The method chosen in the practical part of the diploma analyzes in the form of SWOT analysis selected emergency event with mass disability and selected tactical exercise. The results of these individual SWOT analyzes were processed into points and on the basis of them were determined areas in which it is possible to streamline the procedure for joint intervention of the Emergency Medical Service of the Pilsen Region and the basic components of the Integrated Rescue System, which is the aim of this work. At the same time, these analyzes respond to predetermined hypotheses. In conclusion, the goal of the thesis and the set hypotheses are evaluated. Among other things, other circumstances that affect the issue of solutions and the effectiveness of intervention in emergencies with mass disability.
