Připravenost Ústavu hematologie a krevní transfuze na blackout

Abstract

Tématem bakalářské práce je připravenost Ústavu hematologie a krevní transfuze na blackout. Teoretická část bakalářské práce se zabývá legislativní úpravou oblasti krizového řízení a vysvětlením pojmů, které s ním souvisejí. Dále jsou nastíněny dopady blackoutu na zdravotnictví a jeho řešení ve zdravotnictví. Jsou zmíněny některé případy blackoutu ve světě, zkušenosti a návrhy, jak jeho následkům úspěšně čelit. Popsána je charakteristika Ústavu hematologie a krevní transfuze se zaměřením na jeho specifika a na aktuální situaci související s potenciální hrozbou blackoutu. V praktické části jsou z dostupných interních zdrojů Ústavu hematologie a krevní transfuze a na základě konzultací s krizovým manažerem popsány aspekty připravenosti Ústavu hematologie a krevní transfuze na blackout a zhodnocena jejich efektivita. Výsledkem práce je zhodnocení aktuálnosti a funkčnosti plánu krizové připravenosti Ústavu hematologie a krevní transfuze a jeho praktický dopad na řešení krizové situace. Jsou identifikována slabá místa, která by v případě řešení výpadku dodávky elektrické energie do objektu tohoto zdravotnického zařízení mohla být problematická, a na základě toho jsou formulována pozitiva a negativa stávající situace a navržena doporučení k odstranění nedostatků v rovině teoretické i praktické připravenosti. Práce se také zabývá zásobením a dodávkou pohonných hmot, jež jsou nezbytné pro provoz záložních zdrojů elektrické energie při blackoutu.

The topic of this bachelor thesis is the preparedness of the Institute of Hematology and Blood Transfusion (the Institute) for a blackout. The theoretical part of the bachelor thesis provides an overview of the legislative regulation of the crisis management area and explains relevant terms. Next, the impacts of a blackout on health care and its solutions in health care are outlined. Some examples of blackouts that occurred in the past elsewhere in the world are mentioned, together with experiences and suggestions on how to successfully deal with a blackout. Finally, the characteristics of the Institute are described, focusing on its specifics and the current situation related to the potential threat of a blackout. In the practical part, aspects of the preparedness of the Institute for a blackout are described, and their effectiveness evaluated. This segment of the thesis is based on the available internal resources of the Institute and consultations with the crisis manager at the Institute. The output of this thesis is an evaluation of whether the Institute´s crisis preparedness plan is current and usable and its practical impact in case of a crisis situation. Weaknesses were identified, which may result in a problematic outcome in case of a power supply outage at the Institute. Positives and negatives of the current situation are analysed and recommendations to eliminate deficiencies in terms of both theoretical and practical readiness are proposed. The bachelor thesis also touches on the supply and delivery of fuel, which are necessary for the operation of back-up power during a blackout.
