Urbanistická studie vybraných veřejných prostranství ve Strakonicích

Abstract

Od vrcholného středověku, kdy přichází doba formování a zakládání měst v Českém království, uplynulo již mnoho let. Za tu dlouhou dobu se mnoho věcí změnilo či zaniklo úplně - člověk, podnebí, státní suverenita, architektura a mnoho dalších okolností. To hlavní, co se nám z části z této doby dochovalo kromě hmotných vykopávek, je základní prostorová struktura tehdejších sídel. Bližším nositelem této struktury jsou současná veřejná prostranství. Otázkou zůstává, jak se k této hodnotě genia loci chovat a jak jí začlenit do soudobého pojetí města. Dnes, kdy si společnost uvědomuje rizika a naráží na následky suburbanizace, je pravý čas věnovat se rekonstrukcím veřejných prostranství, do kterých se více zakousl pomyslný zub času. Vždyť právě veřejná prostranství představují místa, která jsou v současnosti denně potřebaná a využíváná. Vypovídají o nás cizincům a budou vypovídat i našim následovníkům. Cílem této práce je definice funkčních, prostorových a provozních vztahů a koncepce jednotlivých veřejných prostranství v řešené části města Strakonice, jejich hierarchie, charakter a význam v celkové struktuře města. Forma práce částečně vychází z návrhu zadání územní studie pro systém veřejných prostranství města Strakonice, kterou Rada města odsouhlasila 26. 6. 2016 usnesením č.2358/2016 a metodického návodu pro pořízení a zpracování územní studie veřejných prostranství, vydaného Ministerstvem pro místní rozvoj. Další inspirací je průkopnický Manuál tvorby veřejných prostranství hlavního města Prahy. Analytická část práce, popisuje řešené území především z pohledu širších vztahů, prostorového členění, funkčního využití, majetkoprávních vztahů, technické a dopravní infrastruktury, hodnot, limitů a problémů. V druhé polovině jsou rozebrána dílčí veřejná prostranství s provedením návrhu na rekonstrukci. Zároveň budou všechna veřejná prostranství hierarchizována a rozřazena do navrhovaných zón, pro které budou stanovena doporučení týkající se osvětlení, pouliční reklamy, povrchů a mobiliáře. Práce by měla sloužit jako územně plánovací podklad pro další studie a pro územně plánovací dokumentaci nebo podklad pro návrhy úprav veřejných prostranství.

It has been a long time since the age of forming and creating new towns in the Czech Kingdom. Many things have changed ever since or even completely faded - human, climate, state souveregnity, architecture and many other factors. The main thing which has been partly derived from this age, except for physical excavations, is the basic spacial structure of these residences, a better example would be public space.The question that remains is, how to maintain this value of the genia loci and how to integrate it into the current conception of the town. Now, when the society is realizing risks and getting at the consequences of suburbanization, is the right time to push ahead the reconstruction of public space, which is being gradually destroyed by time. Besides, public space is the place which we daily use and need. It tells stories about us, not just to foreigners, but to our future generations as well. The aim of this work is to define functional, spatial and operational relations and conception of particular urban spaces in the studied part of the town Strakonice which was researched for this reason. And to study the hiearchy, character and importance of these relations in the general structure of the town. The form of this work is partly derived from the proposal of the task of the urban space of the town Strakonice. The council of the town has approved this task on 26. 6. 2016 by issuing resolution number 2358/2015 and the methodical manual for creating and processing the territorial study of urban space, which was then publicly issued by the Ministry of Local Development. The other inspiration is an innovative manual of creating new urban space for the capital city Prague. The analytic part of this work describes the studied part of the town especially from the point of view of several factors including wider relations, spacial division, functional utilization, law and estate relations, technical and transportation infrastructure, value, limitations and problems. In the second part of this paper, parts of public space with the implementation of the proposal of reconstruction are analyzed. At the same time, all kinds of urban space will be individually grouped into the proposed zones along with their respective regulations concerning lighting, advertisment, sufaces and public space furniture. This paper should serve as an urban planning document for further studies and urban planning documentation or as a reference material for the design of adjustments to urban space.
