Úkoly a postavení jednotek sborů dobrovolných hasičů při evakuaci obyvatelstva za krizových situací nevojenského charakteru

Abstract

Obsahem diplomové práce je problematika plnění úkolů ochrany obyvatelstva v oblasti evakuace jednotkami sborů dobrovolných hasičů obcí. V teoretické části práce je nastíněn historický vývoj ochrany obyvatelstva na území České republiky, vysvětleny základní pojmy, stručně popsány právní předpisy a vybrané dokumenty v této oblasti. Práce dále charakterizuje jednotky sborůdobrovolných hasičů obcí, jejich úkoly v rámci ochrany obyvatelstva a při samotné evakuaci (plošné i objektové). Praktická část práce je věnována analýze vybraných krizových situací, při kterých byla provedena evakuace za účasti sboru dobrovolných hasičů obce. Cílem bylo zjistit, jaké úkoly při evakuaci dobrovolní hasiči skutečně plní, provést následné srovnání s teoretickými východisky a poté navrhnout doporučení pro efektivnější využívání jednotek sborů dobrovolných hasičů v budoucnu

The Diploma thesis deals with the issue of fulfilling tasks of protection of citizens in the field of evacuation by companies of municipal voluntary firemen. The theoretical part outlines historical development of protection of citizens in the Czech Republic territory. It subsequently explains basic terms, briefly describes legal regulations and selected documents related to this field. The work furthermore characterises companies of municipal voluntary fire brigade, their tasks within the scope of protection of citizens and within an evacuation itself (general and facility evacuation). The practical part is devoted to the analyses of selected crisis situations, in which the evacuation with the participation of voluntary firemen was performed. The aim was to find out about the tasks which are really fulfilled by the voluntary firemen within an evacuation, to perform subsequent comparison with theoretical findings and to suggest adequate solutions for more effective utilization of municipal voluntary firemen units in future.
