Abstract

Diplomová práce na témaEvakuace obyvatelstva při krizových situacích nevojenského charakteru je zaměřena napřipravenost orgánů státní správy, územní samosprávy, právnických osob, podnikajících fyzických osoba obyvatelstva narealizaci evakuace obyvatelstva při krizové situaci nevojenského charakteru ?lesním požáru. Vdiplomové práci jsou použity vědecké metody analýzy, syntézy, indukce, dedukce, analogieametoda modelování. Cílem diplomové práce je na základě uvedených vědeckých metod analyzovat anásledně zhodnotit připravenost dotčených orgánů, organizací aobyvatelstva vohroženém území na realizaci evakuace obyvatelstva a vytvořit návrh možného řešení organizačních arealizačních opatření kprovedení plošné evakuace obyvatelstva zobcíohrožených lesním požárem. Diplomová práce je rozdělena na teoretickou část apraktickou část. Vteoretické části je analyzována současná legislativa vztahující se kdanému tématu práce. Jsou zde vysvětleny základní pojmy související sproblematikou evakuace obyvatelstva a další pojmy používané vdiplomové práci. Teoretická část diplomové práce dále pojednává obecně oevakuaci obyvatelstva při krizových situacích nevojenského charakteru. Praktická část diplomové práce obsahuje modelovéřešení evakuace obyvatelstva zkonkrétníhoúzemí ohroženého lesním požárem. Vdiplomové práci jsou uvedeny možné návrhy zlepšení připravenosti obcí ohrožených lesním požárem na přípravu, plánování a realizaci evakuačních opatření.

The diploma thesis called "Evacuation of the inhabitants during emergencysituations of the non-military nature"is aimed atthe preparedness of the administrative bodies, regional self-governing bodies, legal persons, self-employed persons and the inhabitants forevacuation of the inhabitants during an emergency situation of a non-military nature ?forest fire. The scientific methods of analysis, synthesis, induction, deduction, analogy and the modelling method are all applied in the diploma thesis. The aim of the diploma thesis is to analyse, on the basis of the listed scientific methods, and subsequently to assess the preparedness of the relevant bodies, organisations and the inhabitants on the endangered territory with respect to the evacuation of the inhabitants and to prepare the plan of possible solution of the organisational and implementation measures taken in order tocarry out the global evacuation of the inhabitants fromthe towns and villages endangered by the forestfire. The diploma thesis is divided into the theoretical and practical part. The theoretical part analyses the current situation with respect to the legislation related to the topicof the thesis. Here the basic terms connected with the topic of evacuation of the inhabitants are explained as well as other notions used in the diploma thesis. The theoretical part of the diploma thesis discusses the issue of evacuation of the inhabitants during the emergency situations of the non-military nature. The practical part of the diploma thesis contains the model solution of the evacuation of the inhabitants from a specific area endangered by the forest fire. The diploma thesis outlinesthe possible proposals of improving the preparedness of the town and villages endangered by the forest fire forpreparation, planning and implementation of the evacuation measures.
