Optimalizace využití hlásných profilů na vodních tocích ve Středočeském kraji a správním obvodu zvolené obce s rozšířenou působností

Abstract

Diplomová práce je zaměřena na optimalizaci využití hlásných profilů na vodních tocích ve Středočeském kraji a správním obvodu zvolené obce s rozšířenou působností. V teoretické části jsou vymezeny související právní předpisy a dokumenty, základní definice týkající se daného tématu a je popsána problematika ochrany před povodněmi. Hlásné profily, které jsou rozděleny do tří kategorií, jsou umístěny na vodních tocích a slouží povodňovým orgánům všech stupňů ke sledování vývoje povodně v katastrálním území dotčených obcí. Povodně velkého rozsahu se řadí mezi nejfrekventovanější a co do rozsahu mezi nejvážnější hrozby, které mohou postihnout Českou republiku. Povodně zasáhly naše území naposledy v červnu roku 2013, jejich následky vedly ke vzniku krizové situace, řešené hejtmany postižených krajů vyhlášením stavu nebezpečí a bezprostředně poté i vyhlášením nouzového stavu z úrovně vlády. Nevyzpytatelnost přírodních jevů a naturogenních abiotických hrozeb ukazuje situace v létě roku 2015, kdy Českou republiku postihlo katastrofální sucho, které se zapsalo mezi historicky významné epizody sucha na našem území. Zpracování této diplomové práce probíhalo na základě vědeckých metod, kterými jsou analýza, indukce a dedukce. Pomocí metody SWOT analýzy je v praktické části posouzena dostatečnost stávajícího rozmístění hlásných profilů kategorie A a B na vodních tocích v rámci Středočeského kraje, jejíž výsledky byly použity ke zpracování návrhů na zlepšení využití hlásných profilů. Výsledkem diplomové práce je zhodnocení rozmístění hlásných profilů kategorie A a B ve Středočeském kraji, terénní výzkum stávajících hlásných profilů kategorie C ve správním obvodu obce s rozšířenou působností Kolín, návrhy na umístění nových hlásných profilů kategorie C, na změny umístění hlásných profilů kategorie C, návrh nového kompatibilního formuláře hlásného profilu kategorie C a návrh na zlepšení technického stavu hlásných profilů kategorie C. Výsledky diplomové práce byly publikované v odborném časopise požární ochrany, integrovaného záchranného systému a ochrany obyvatelstva. Závěr obsahuje shrnutí diplomové práce.

This diploma thesis focuses on optimising use of the flood monitoring profiles on watercourses in the Central Bohemian Region and in the administrative district of the chosen municipality with increased jurisdiction. The theoretical part defines the related legal regulations and documents, the key definitions concerning the specific topic and describes the issue of flood protection. Flood monitoring profiles, which are classified into one of three categories, are located on watercourses and are used by flood bodies of all levels for monitoring the development of floods in the cadastral area of the affected municipalities. Extensive floods are the most frequent risks and also the most serious due to their scope, which can affect the Czech Republic. Our territory was last affected by floods in June 2013, and the consequences of these floods resulted in a crisis situation, which was handled by the presidents of the affected regions by declaring a high-risk situation and immediately afterwards by declaration of an emergency situation on a government level. The unpredictability of natural phenomena and naturogenic abiotic threats is demonstrated by the situation in the summer of 2015, when the Czech Republic was affected by catastrophic droughts, which were registered as an episode of drought of historic importance in our territory. This diploma thesis was executed on the basis of scientific methods, which include analysis, induction and deduction. Using the SWOT analysis method, the practical section evaluates the sufficiency of the existing location of category A and B flood monitoring profiles on watercourses in the Central Bohemian Region, the results of which were used to execute proposals for improvement of use of flood monitoring profiles. The result of this diploma thesis is evaluation of distribution of category A and B flood monitoring profiles in the Central Bohemian Region, field research of existing category C flood monitoring profiles within the administrative zone of Kolín, a municipality with increased jurisdiction, proposals for location of new category C flood monitoring profiles, for changes to location of category C flood monitoring profiles, proposal of a new compatible form for category C flood monitoring profiles and proposal of improvement of the technical condition of category C flood monitoring profiles. The results of this diploma thesis were published in the specialist magazine for fire prevention, integrated rescue system and protection of the population. The conclusion contains a summary of the diploma thesis.
