Řešení mimořádné události Integrovaným záchranným systémem za využití Vězeňské služby ČR

Abstract

Obsahem diplomové práce je problematika využití sil a prostředků Vězeňské služby ČR při řešení mimořádné události složkami Integrovaného záchranného systému. Aktuálnost tématu vychází z potřeby připravenosti Vězeňské služby na reagování v případě vyhlášení nouzového stavu, kdy tato problematika není v širším rozsahu dosud řešena. Cílem diplomové práce je vytvořit modelový případ, který bude moci být využit řídícími složkami Vězeňské služby včetně Integrovaného záchranného systému. Teoretická část se zabývá právním rámcem činnosti příslušných složek Integrovaného záchranného systému včetně Vězeňské služby ČR. Na teoretickou část navazuje praktická část. V empirické části je provedena SWOT analýza a komparace dostupných statistických dat týkajících se nejzávažnějších mimořádných událostí v letech 1997 až 2013 se zaměřením nejen na nasazení sil a prostředků Vězeňské služby při povodních a v současné době možnosti využití Vězeňské služby při výpomoci Policii ČR při řešení migrační krize. Získaná data jsou v empirické části zpracována ve formě tabulek a grafů. V diskuzi je provedena komparace statistických dat základních a ostatních složek Integrovaného záchranného systému. V závěru jsou shrnuty výsledky a cíle práce.

The Diploma thesis deals with the issue of use of forces and means of the Prison Service of the Czech Republic during an emergency by the bodies of the Integrated Rescue System. The topic stems from the need of the Prison Service to be prepared to respond in case of declaration of a state of emergency since this issue is not yet resolved in a broader scale. The aim of the Diploma thesis is to create a model case which can be used by the management of the Prison Service including the Integrated Rescue System. The theoretical part deals with the legal frame of the activities of relevant bodies of the Integrated Rescue System including the Prison Service of the Czech Republic. The theoretical part is followed by the practical part containing a SWOT analysis and comparison of available statistical data related to the most severe emergencies in the years 1997 - 2013 focusing not only on the deployment of forces and means of the Prison Service during floods but currently also on the assistance to the Police of the Czech Republic in resolving migration crisis. The obtained data are processed in the forms of tables and charts. The discussion includes comparison of statistical data of the basic and other bodies of the Integrated Rescue System. The conclusion of the Thesis summarises results and aims of the paper.
