Tato bakalářská práce se snaží čtenáři nabídnout pohled na praktiky a zdroj terorismu na území Ruské federace. V teoretické části seznamuje čtenáře se základními definicemi z oblasti terorismu, jeho metodami a základními informacemi o islámu v Rusku. Cíleně je práce zaměřena na oblast Čečenska a Kavkazu. Detailněji se zabývá vojenskými konflikty, které jsou známé jako I. a II. čečenská válka. Důraz je kladen na vojensko bezpečnostní pohled Moskvy a popis lokálních vůdců terorismu známých jako "polní velitelé" či radikální vůdci. Praktická část je zaměřena na komparaci ve vedení I. a II. čečenskéválky z pohledu ozbrojených složek Ruské federacea komparaci teroristických útokůna divadlo Dubrovka v Moskvě a základní školu v kavkazském Beslanu. Výsledkem této práce bylo zjištění, že ač se Moskva poučila znezdaru své první intervence do Čečenska, tak vyloženě zásadní progres při vedení intervence druhé na Ruské straně nebyl. Rozdíl však byl vpočtu nasazených sil a prostředků, kdy bylo zřejmé, že Moskva již nechce situaci podcenit a tak onen nasazený počet byl znatelně větší. Ruské velení se poučilo zchyb vedení první války sČečenskem a na druhou již změnilo svou taktiku, kdy již probíhala společná cvičení jak jednotek ministerstva vnitra, tak obrany, ale také rozvědky a příhraničních jednotek. Roku 1997tak bylo stvořeno několik tzv. permanentně připravených brigád a divizí. Ty byly permanentně určeny pro nasazení do lokálních konfliktů a kdispozici měli nejen lepší technické vybavení než pravidelná armáda, ale i přes stálý nedostatek kvalitních lidských zdrojů varmádě měli kvalitnější personální obsazenost. Dále vroce 1997 byla přijata koncepce národní bezpečnosti Ruské federace, která označovala terorismus a lokální konflikty jako zásadní nebezpečí pro vnitřní bezpečnost federace. This bachelor thesis attempts to offer a view of the practices and the source of terrorism on the territory of the Russian Federation. The theoretical part introduces the basic definitions of terrorism, its methods, and basic information about Islam in Russia. The work is focused on the area of Chechnya and the Caucasus. It deals in detail with military conflicts, which are known as the First and Second Chechen War. An emphasis is placed on the military security view of Moscow and the description of the local leaders of terrorism known as "warlords" or radical leaders. The practical part is focused on comparing the leadership of the First and Second Chechen War from the perspective of the armed forces of the Russian Federation and the comparison of the terrorist attacks on the Dubrovka Theater in Moscow and the elementary school in Beslan in the Caucasus. The result of this work was the finding that although Moscow learned from the failure of their first intervention in Chechnya, there was no essential progress in conducting of the second intervention on the Russian side. However, the difference was in the number of deployed forces and means, where it becomes clear that Moscow did not want to underestimate the situati on again, so the number of deployed forces was considerably larger. The Russian command learned from the mistakes in conducting of the first war with Chechnya and they changed their tactics in the second war, when joint exercises of both the units of the M inistry of Interior and Defense took place, as well as joint exercises of the intelligence and border troops. Several so-called permanently ready brigades and divisions were created in 1997. They were intended for urgent deployment in local conflicts and t hey had better hardware at their disposal than the regular army. Despite the constant lack of high -quality human resources in the army, they also had better personnel available. Furthermore, the concept of national security of the Russian Federation was ad opted in 1997, which marked the terrorism and local conflicts as a major danger to the internal security of the Federation.
