Zásahová jednotka PČR při řešení mimořádných situací barikádová situace, ozbrojený pachatel, aktivní střelec

Abstract

Moje diplomová práce se zabývá připraveností zásahových jednotek Policie Čes-ké republiky při řešení mimořádných událostí. Zaměřuje se především na situace s přítomností nebezpečných pachatelů, barikádové situace a zásahy proti aktivním střelcům. Cílem práce je analyzovat připravenost zásahových jednotek., identifiko-vat klíčové silné a slabé stránky systému přípravy na mimořádné situace. V teoretické části je popsána historie, výstroj, výzbroj, specializace a výcvik pří-slušníků zásahových jednotek. Právní předpisy týkající se zásahových jednotek PČR. Dále jsou popsány jednotlivé mimořádné situace a také typová činnost IZS aktivní střelec. Praktická část vychází z kombinace kvantitativních a kvalitativních metod vý-zkumu. Bylo provedeno dotazníkové šetření mezi příslušníky zásahových jednotek s cílem zjistit jejich subjektivní hodnocení připravenosti, kvality výcviku a vybavení. Dále byly realizovány řízené rozhovory se specialisty zásahové jednotky a to ostře-lovač, vyjednavač a pyrotechnik. Další řízený rozhovor byl proveden s velitelem zásahové jednotky Plzeňského kraje mjr. Mgr. Pavlem Gaszczykem. Rozhovory byly zaměřené na role specialistů a velitele při uvedených mimořádných situací. Součástí praktické části je také SWOT analýza, která identifikovala klíčové silné a slabé strán-ky současného systému přípravy a vybavení zásahových jednotek. Výsledkem práce je ucelené hodnocení současného stavu připravenosti zásaho-vých jednotek Policie České republiky na mimořádné situace.

My diploma thesis deals with the preparedness of the intervention units of the Police of the Czech Republic in dealing with emergencies. It focuses primarily on situations with the presence of dangerous offenders, barricade situations and inter-ventions against active shooters. The aim of the thesis is to analyze the preparedness of intervention units, to identify the key strengths and weaknesses of the emergency response system. The theoretical part describes the history, equipment, armament, specialization and training of members of the intervention units. Legal regulations concerning the intervention units of the Police of the Czech Republic. Furthermore, individual emergency situations are described, as well as the type of activity of the IZS - active shooter. The practical part is based on a combination of quantitative and qualitative re-search methods. A questionnaire survey was conducted among members of the in-tervention units in order to find out their subjective evaluation of readiness, quality of training and equipment. In addition, controlled interviews were conducted with the specialists of the intervention unit, namely the sniper, negotiator and pyrotech-nician. Another controlled interview was conducted with the commander of the intervention unit of the Pilsen Region, Maj. Mgr. Pavel Gaszczyk. The interviews focused on the roles of specialists and commanders in these emergency situations. The practical part also includes a SWOT analysis, which identified the key strengths and weaknesses of the current system of preparation and equipment of intervention units. The result of the thesis is a comprehensive evaluation of the current state of prepa-redness of the Police of the Czech Republic for emergency situations.
