Implementace koncepce krizové připravenosti Českého červeného kříže v kontextu aktuálních hrozeb a rizik

Abstract

Diplomová práce se zabývá implementací nové koncepce krizové připravenosti Českého červeného kříže (ČČK) v kontextu současných hrozeb a rizik. V teoretické části je analyzován současný stav krizové připravenosti ČČK, charakterizována organizace a její vazby na Integrovaný záchranný systém ČR. Dále je zkoumán systém krizového řízení v České republice a jsou popsány základní pilíře nové koncepce, včetně důvodů, které vedly k její revizi. Praktická část se věnuje analýze rizik a pomocí metod SWOT analýzy, komparativní a vztahové analýzy identifikuje silné a slabé stránky, klíčové vztahy a historické souvislosti. Na základě těchto analýz jsou navrženy možnosti pro další rozvoj krizové připravenosti ČČK. V závěru je nová koncepce implementována s ohledem na zjištěné výstupy a principy. Tato práce přináší komplexní pohled na krizovou připravenost ČČK a předkládá návrhy pro její zlepšení v reakci na měnící se prostředí hrozeb a rizik. Mezi doporučení vyplívající z práce patří rozšíření spolupráce s klíčovými subjekty, využití nových technologií, rozvoj dobrovolnického programu a zavedení nových specializovaných dovedností.

The thesis deals with the implementation of the new crisis preparedness concept of the Czech Red Cross (CRC) in the context of current threats and risks. The theoretical part analyzes the current state of crisis preparedness of the CRC, characterizes the organization and its links to the Integrated Rescue System of the Czech Republic. Furthermore, it examines the crisis management system in the Czech Republic and describes the basic pillars of the new concept, including the reasons that led to its revision. The practical part focuses on the risk analysis, and through the methods of SWOT analysis, comparative and relationship analysis, it identifies strengths and weaknesses, key relationships, and historical contexts. Based on these analyses, possibilities for further development of the CRC's crisis preparedness are proposed. In conclusion, the new concept is implemented regarding to the identified outputs and principles. This work provides a comprehensive view of the CRC's crisis preparedness and presents proposals for its improvement in response to the changing environment of threats and risks. Recommendations from the thesis include expanding collaboration with key subjects, using new technologies, developing a volunteer programme and introducing new specialised skills.
