Velení policejním složkám na místě mimořádné události a součinnost se základními složkami IZS

Abstract

Tato bakalářská práce se zabývá analýzou role a funkce velitele policie ve Středočeském kraji v kontextu jejich interakcí se základními složkami Integrovaného záchranného systému. Cílem práce je prozkoumat, jak je pozice velitele policie využívána při řízení a koordinaci mimořádných událostí a jaký má její přítomnost dopad na efektivitu a účinnost zásahů. Teoretická část se věnuje obecnému přehledu o Policii České republiky, včetně historie, organizace a činnosti, s důrazem na specifické povinnosti při výkonu služby. Dále jsou zde podrobně popsány typové činnosti a role velitele policie v rámci těchto aktivit, srovnání s povinnostmi velitelů jiných složek IZS a přehled struktury a operací integrovaného záchranného systému. Praktická část obsahuje výsledky dotazníkového šetření mezi 52 aktivně sloužícími veliteli policie, které zkoumá jejich pohledy a zkušenosti s výkonem této funkce. Součástí jsou také hloubkové rozhovory s aktivně sloužícím velitelem a zaměstnancem HZS, které poskytují další vhledy do praktického využití této role na místě mimořádných událostí. Analýza dat z dotazníků a rozhovorů umožňuje identifikovat klíčové faktory úspěchu i oblasti potřebného zlepšení v rámci této funkce. Závěrečná část práce představuje soubor doporučení pro další rozvoj a praktické využití pozice velitele policie, s cílem zvýšit účinnost reakce na mimořádné události a podpořit lepší koordinaci mezi složkami IZS.

This bachelor thesis examines the role and function of the police commander in the Central Bohemian Region within the context of their interactions with the basic components of the Integrated Rescue System. The aim of the study is to explore how the position of police commander is utilized in the management and coordination of emergency incidents and to assess the impact of their presence on the effectiveness and efficiency of interventions. The theoretical part provides a general overview of the Czech Police, including its history, organization, and activities, with an emphasis on specific duties during service. Detailed descriptions of typical activities and the role of the police commander within these activities are presented, alongside comparisons with the responsibilities of commanders from other IRS components, and an overview of the structure and operations of the integrated rescue system. The practical part contains the results of a survey conducted among at least 50 actively serving police commanders, examining their perspectives and experiences with performing this role. It also includes in-depth interviews with actively serving commanders, providing further insights into the practical use of this position at the scene of emergency incidents. The analysis of data from surveys and interviews allows for the identification of key success factors and areas in need of improvement within this role. The final part of the thesis presents a set of recommendations for further development and practical use of the police commander position, aimed at enhancing the effectiveness of emergency response and promoting better coordination among IRS components.
