Hlavním cílem práce je identifikovat a kvantifikovat náklady a přínosy EnMS v českých městech. Dílčím cílem je zmapovat stav EnMS v českých městech s počtem obyvatel mezi 10 000 a 100 000. Dalším dílčím cílem je formulovat doporučení, jak EnMS ve městě nastavit, aby fungoval co nejefektivněji. Výzkum ukázal, že přínosy EnMS mohou být vyšší než náklady. Přínosy zavedení EnMS, které jsou finančně vyčíslitelné, jsou uvedeny v kapitole 7.4.3 a ostatní přínosy jsou uvedeny v kapitole 7.4.4. Přímé náklady zavedení EnMS byly identifikovány a kvantifikovány v kapitole 7.4.1 a nepřímé náklady byly identifikovány v kapitole 7.4.2. Provedené šetření ukázalo, že 33,8 % zkoumaných měst vůbec nezaměstnává energetického managera. Ve 32 % zkoumaných měst se energetikou zabývá zaměstnanec, který má i další nesouvisející pracovní povinnosti. Pokud je ve městě jmenován zaměstnanec zodpovědný za EnMS, pak pouze 40,9 % z nich má plný úvazek. Pouze 16,1 % energetických managerů má vysokoškolské technické vzdělání. Získané poznatky byly využity při formulování doporučení, jak ve městě zavádět EnMS co nejefektivněji. The main goal of the doctoral thesis is to investigate the costs and benefits of energy management system (EnMS) of Czech municipalities. The first additional goal is to investigate the current state of the EnMS in Czech municipalities. The second additional aim is to formulate a recommendation how to establish and run the EnMS effectively. The research revealed that benefits can exceed the costs. The financial benefits of the EnMS are described in chapter 7.4.3. The nonfinancial benefits are summarised in chapter 7.4.4. The direct costs of the EnMS are identified in chapter 7.4.1 and the indirect costs are summarised in chapter 7.4.2. The replies revealed that the work position of the energy manager is missing in the 33,8 % of the investigates municipalities. In 32 % of municipalities this work is performed by the employee whose work contract contains other duties parallel to energy management. In case the energy manager is present only 40,9 % of them have full time job. Only 16,1 % of energy managers are electrical or civil engineers. The last chapter of the doctoral thesis contains the recommendations of how to establish and run the EnMS effectively.
