Decommissioning of fossil power plants and replacing them with power plants with a smaller carbon footprint is a key objective of decarbonization. Decarbonization primarily targets power plants providing electricity to meet our electricity demand. The impact of decarbonization on the provision of Ancillary services (AnS) is often neglected, although the decarbonization itself increases the need for AnS. Renewable resources (RES) are not primarily designed to provide AnS. Therefore, we propose the concept of a hybrid AnS resource combining spinning generators driven by aeroderivative gas turbines (AGT) and battery energy storage system (BESS). Generators are kept in stop and ready to start state when AnS is currently not activated, thereby saving costs and emissions. Delay in the start of generators is bridged by the BESS and represents a challenge for generators scheduling. The article describes utilization of AGT state diagram in hybrid AnS resource control algorithms design, introduces key parameter t2bA (time to be available) and its impact on investment and operational cost. The results of the experiment show quality of developed control algorithms
