Plánování, organizování a řízení činnosti základní složky IZS na místě zásahu při dopravní nehodě na silniční komunikaci

Abstract

Tato diplomová práce se zabývá plánováním, organizováním a řízením činností jednotek požární ochrany hasičského záchranného sboru kraje a sboru dobrovolných hasičů obce při dopravní nehodě na silniční komunikaci. Teoretická část práce se zaměřuje na problematiku dopravní nehodovosti, definuje některé pojmy s ní související a popisuje příčiny dopravních nehod. Dále analyzuje dokumentaci a základní činnosti výše uvedené složky, jež úzce souvisejí s řešením dopravní nehody na silniční komunikaci a zajišťují optimální realizaci záchranných a likvidačních prací na místě události. Praktická část popisuje dvě již proběhlé dopravní nehody a jejich realizovaná řešení jsou následně komparovány s teoretickými a výcvikovými postupy výše uvedené složky integrovaného záchranného systému. Dále je tato část doplněna o polostrukturované rozhovory s příslušníky této složky. Na základě této komparace a provedených rozhovorů je v další části práce provedeno zhodnocení plnění teoretických a výcvikových postupů a jsou uvedena doporučení na zkvalitnění a zefektivnění řešení těchto dvou dopravních nehod.

This master thesis discusses planning, organizing and managing the activities of the fire protection units, of the fire rescue service on the region basis and the volunteer fire brigade of the municipality in the event of a traffic accident on the road. The theoretical part of the thesis focuses on the issue of traffic accidents, defines some terms related to it and describes the causes. This part also analyzes the documentation and basic activities of the above-mentioned component, which are closely related to the solution of a traffic accident on the road and ensure the optimal implementation of rescue and liquidation work at the scene of the event. The practical part of the thesis describes two traffic accidents that have already taken place on the road in the Czech republic. Their implemented solutions are subsequently compared with the theoretical and training procedures of the above-mentioned component of the integrated rescue system. Furthermore, this part is supplemented by semi-structured interviews with fire fighters of fire fire protection units. On the basis of this comparison and the conducted interviews, in the next part of the work, an evaluation of the implementation of theoretical and training procedures is carried out, and recommendations are given for improving the quality and efficiency of solving these two traffic accidents on road traffic.
