Abstract

Využití Transportního informačního a nehodového systému při mimořádných událostech. Tato bakalářská práce se zabývá aktivací a využitím Transportního informačního a nehodového systému při mimořádných událostech za přítomnosti nebezpečné látky s využitím všech jeho druhů pomoci záchranným složkám IZS. Práce je rozdělena do kapitol. Nejprve se obecně věnuje Transportnímu informačnímu a nehodovému systému, jeho charakteristice, formám pomoci, koordinačnímu středisku. Krátce je popsána historie TRINS, totožné evropské systémy a subjekty do systému zapojené. Výčtem je zmíněna i legislativní stránka celé problematiky. Také jsou popsány a porovnány dvě mimořádné události, které dávají systému smysl a jedinečnost. Práce také popisuje činnosti složek IZS a činnost TRINS s nasazením sil a prostředků při řešení mimořádných událostí s nebezpečnou látkou. Pomocí SWOT analýzy je posouzen systém TRINS, jeho využití a přínos pro složky IZS při zdolávání specifických mimořádných událostí. V závěru práce je hodnocení systému a návrhy na vylepšující opatření.

The use of the transport information and accident system in emergency situations. This bachelor's thesis is focused on the activation and the use of transport information and accident system (TRINS) during emergencies involving a hazardous substance employing all types of its assistance tool by the rescue units of the Integrated Rescue System. The thesis is divided into chapters. First, It generally focusec on the transport information and accident system, its characteristics, its forms of assistaednce and the coordination center. This work shortly decribes TRINS history, equivalent European systems and organizations involved in TRINS. Legislation related to the system is listed. Two extraordinary events that give the system meaning and uniqueness are also described and compared. The thesis also describes the activities of the IZS units and the activities of TRINS with the deployment of its forces and means in dealing with emergencies involving dangerous substances. The use and benefit of TRINS for the IZS units is evaluated, when dealing with specific emergency events using a SWOT analysis. At the end of the bachelor's thesis, there is an evaluation of the TRINS system and suggestions for improving measures are presented.
