Konflikt na Ukrajině a jeho vliv na změnu bezpečnostní situace v České republice

Abstract

Tato diplomová práce s názvem Konflikt na Ukrajině a jeho možný vliv na změnu bezpečnostní situace v České republice se zabývá problematikou současného válečného konfliktu na Ukrajině a jeho vlivu na Českou republiku, a to v různých kontextech, které nelze od sebe oddělit. V teoretické části se bude práce zabývat historickými skutečnostmi, které jsou důležité pro pochopení vzniku současné vyhrocené situace, dále pak samotnému průběhu války a jejímu možnému dalšímu scénáři, jak by se na základě dostupných informací mohl konflikt dále vyvíjet. Každá válka má vliv na blízké i vzdálenější okolí, má vliv politický, ekonomický a společenský, proto se v další části práce budu věnovat těmto oblastem, které mají negativní dopad na různé aspekty života a ovlivňují každodenní život obyvatel. Stěžejní část práce bude věnována vlivu tohoto válečného konfliktu na bezpečnostní situaci a související problematiku v České republice, kdy bude provedena analýza hlavních rizik, která hrozí České republice ve spojení s válečným konfliktem na Ukrajině. Ozbrojený konflikt vždy nejvíce zasáhne obyvatele napadené země, proto nemohu opominout ve své práci humanitární krizi, kterou válka způsobila. Pro zvolený cíl práce, kterým bylo zmapování válečného konfliktu ve vztahu k České republice, bylo nutné získat podklady, na jejichž základě bylo možné plnit zvolený cíl práce prostřednictvím vhodným způsobem formulovaných výzkumných otázek. Podstatným zdrojem informací pro splnění zvoleného cíle práce, mimo studia teoretických zdrojů a absolvování odborné praxe na Oddělení krizového řízení Krajského úřadu v Českých Budějovicích, byl kvalitativní výzkum. Pro sběr informací jsem využil metodu polostrukturovaného rozhovoru a techniku osobního rozhovoru. Pro realizaci výzkumu jsem zvolil rozhovory s vybranými komunikačními partnery z Oddělení krizového řízení Krajského úřadu v Českých Budějovicích a příslušníky Policie ČR a Hasičského záchranného sboru Jihočeského kraje. Získané informace jsem využil pro zpracování SWOT analýza bezpečnostního postavení a role České republiky v návaznosti na válku na Ukrajině, kdy jsem pomocí této metody identifikoval silné a slabé stránky, příležitosti a hrozby, které jsou spojené se současnou krizí způsobenou válkou na Ukrajině. Tím jsem získal ucelený náhled na válečný konflikt, který výstižně maximalizuje přednosti a příležitosti a minimalizuje své nedostatky a hrozby. Výsledky mé diplomové práce mohou být využity k získání uceleného pohledu na řešenou problematiku vlivu válečného konfliktu na bezpečnost v České republice.

This thesis, entitled "The Conflict in Ukraine and its Potential Impact on the Security Situation in the Czech Republic," delves into the complexities surrounding the current armed conflict in Ukraine and its reverberations throughout the Czech Republic. The interrelated contexts in which these issues must be considered cannot be disentangled, and as such, this work seeks to provide a sophisticated analysis of the multifaceted implications of this conflict on Czech security. In the theoretical part, the thesis will examine historical facts that are important for understanding the emergence of the current tense situation, as well as the course of the war itself and its possible further scenarios, based on the available information on how the conflict may develop. Every war affects both immediate and distant surroundings, with political, economic, and social consequences. Therefore, the following part of the work will focus on these areas, which have a negative impact on various aspects of life and affect the daily lives of inhabitants. The main part of the thesis will be dedicated to the impact of this armed conflict on the security situation and related issues in the Czech Republic, analyzing the main risks posed to the country in connection with the war in Ukraine. Armed conflict always affects the residents of the invaded country the most, and therefore, I cannot overlook the humanitarian crisis that the war has caused. In order to achieve the goal of mapping the war conflict in relation to the Czech Republic, it was necessary to obtain materials that would enable the accomplishment of this objective through appropriately formulated research questions. A significant source of information for achieving the chosen goal, in addition to studying theoretical sources and completing an internship at the Crisis Management Department of the Regional Office in České Budějovice, was qualitative research. To gather information, I utilized the method of semi-structured interviews and personal conversation techniques. For conducting the research, I chose to interview selected communication partners from the Crisis Management Department of the Regional Office in České Budějovice, and members of the Czech Police and Fire Rescue Service of the South Bohemian Region. The information obtained was used to create a SWOT analysis of the security position and role of the Czech Republic in the war on Ukraine, which helped to identify the strengths and weaknesses, opportunities and threats associated with the topic of the war conflict in Ukraine in relation to the Czech Republic. This provided a comprehensive view of the war conflict that maximizes its advantages and opportunities while minimizing its weaknesses and threats. The results of my thesis can contribute to gaining a comprehensive perspective on the issue at hand, specifically the impact of warfare on security in the Czech Republic.
