Návrh nočních hlukových opatření pro LKPR

Abstract

Cílem této práce je navrhnout opatření proti hluku v nočních hodinách na Letišti Václava Havla v Praze dle evropských vzorů. Dále je cílem práce popsat problematiku nočních hlukových opatření, prozkoumat evropské přístupy k nočním hlukových opatřením, včetně příslušné legislativy. První část práce popisuje současnou legislativu České republiky a Evropské unie a ICAO. Jsou zde uvedeny nejdůležitější nařízení, zákony, směrnice a Annex ICAO o hluku, způsobu jeho měření, určení nejvyšší přípustné hranice hluku a ochranně zdraví před tímto hlukem. Dále v této části jsou popsány hlukové ukazatele a postupy pro snížení hluku jako jsou například sloty, různé procedury pro vzlety a přistání a poplatková politika. Druhá část práce se věnuje přístupům vybraných evropských letišť k nočním opatřením. Noční opatření jsou popsána detailně u některých letišť a ostatní letiště jsou sumarizována v tabulkách. Další kapitola se zaměřuje na hodnocení přístupů vybraných evropských letišť ve vztahu ke kapacitě letiště, dopravní obslužnosti, blízkosti zástavby a počtu dotčených obyvatel. Je zde řečeno, jak spolu mohou určité noční omezení a například blízkost zástavby souviset. V kapitole pět jsou navržena hluková opatření pro LKPR, která vychází z předešlých kapitol a analýz. Všechna nastíněná hluková opatření jsou navržena tak, aby spolu souvisela a nevylučovala se navzájem. Poslední kapitola se zabývá zhodnocením přínosu navrhovaných hlukových opatření. Práce může sloužit jako pomoc při změně a zlepšení nočních hlukových opatření pro LKPR.

The aim of this thesis is to propose night noise abatement measures for Václav Havel Airport Prague according to European models. Furthermore, the goal of this thesis is to describe the issue of night noise abatement measures, to examine European approaches to night noise abatement measures, including the relevant legislation. The first part of the thesis describes the current legislation of the Czech Republic, the European Union and ICAO. This thesis contains the most important regulations, laws, directives, the ICAO Annex on noise, the method of noise measurement, determination of the maximum permissible noise limit, and protection of health from this type of noise. Further in this section, noise indicators, noise reduction procedures such as slots, various take-off and landing procedures, fee policies are described. The second part of the thesis is devoted to exploring different approaches of selected European airports take towards night noise abatement measures. Night noise abatement measures are described in detail at some airports and other airports are simply summarized in tables. The next chapter focuses on the evaluation of the approaches that are taken towards night noise abatement measures by the chosen European airports in relation to airport capacity, transport services, the proximity to development and the number of affected residents. The chapter above identifies many aspects, one of which is points out how certain night restrictions and the proximity to development can relate to each other. In chapter five, alternative noise abatement measures are proposed for LKPR based on the previous chapters and analyses. All noise abatement measures outlined are designed to be interrelated and not mutually exclusive. The last chapter deals with the evaluation of the benefit of the proposed noise abatement measures. The thesis can serve as an aid in changing and improving night noise abatement measures for LKPR.
