Vlastní členění práce je rozděleno do dvou částí, a to do části teoretické a praktické. Teoretická část je zaměřena na činnosti složek integrovaného záchranného systému při řešení vážných událostí jako jsou hromadná postižení zdraví/osob. Dále se zaměřuje na vymezení integrovaného záchranného systému, charakterizaci jednotlivých složek a právní zakotvení sytému. Následně obsahuje informace o taktické úrovni koordinace složek IZS a jejích specifikách. Zmíněny jsou i typové činnosti IZS, traumatologické plány poskytovatelů přednemocniční a nemocniční neodkladné péče či stupně poplachu IZS. V neposlední řadě je popsána součinnost složek integrovaného záchranného systému u hromadného postižení zdraví/osob, činnosti první výjezdové skupiny na místě zásahu a další činnosti, které probíhají v rámci řešení události s výskytem hromadného postižení zdraví. Poslední sekce je věnována možnosti simulace mimořádných událostí ve virtuálním prostředí, zejména pomocí softwarového nástroje XVR. Cílem praktické části diplomové práce bylo vytvořit specifický postup složek integrovaného záchranného systému při dopravní nehodě autobusu s velkým počtem zraněných osob. Na základě analýzy statistických dat Hasičského záchranného sboru České republiky byla zvolena událost v dopravě. Dopravní nehody byly následně analyzovány a bylo zjištěno, že nejvýznamnější událostí v tomto pohledu jsou dopravní nehody autobusů. Událost tohoto typu byla následně dle vytvořeného scénáře namodelována v programu XVR a její řešení blíže konzultováno s odborníky z Hasičského záchranného sboru Středočeského kraje a Zdravotnické záchranné služby Jihočeského kraje. Výsledná modelace posloužila k vytvoření doporučeného postupu řešení jmenované události. The thesis is divided into two parts, theoretical and practical. The theoretical section focuses on the roles of the integrated rescue system (IRS) when dealing with rare situations such as numerous injuries or health endangerment. It further focuses on the specific roles of the integrated rescue system, characterizes its individual components and its legal aspects. It then contains information pertaining to the tactics of coordinating the individual components of the IRS. Types of activities of the IRS, traumatological algorithms of pre-hospital and hospital urgent health care providers, and degrees of alarms are all mentioned. The description of the cooperation of the individual components of the IRS, the duties of the first team on site, and successive tasks when dealing with numerous injuries have not been omitted. The last section is dedicated to the possibility of simulating exceptional situations in virtual reality using XVR software. The aim of the practical section is to create a specific algorithm for the IRS in the event of a traffic accident of a bus with numerous injured persons. A traffic accident was chosen based on statistical data from the fire department of the Czech Republic, the data have been analyzed with the conclusion that the type of accident most pertaining to this thesis is a bus accident. An accident of this nature has thus been simulated using the XRV program, and its outcomes were scrupulously consulted with professional firemen of the central bohemian region and rescue team of the south bohemian region. The outcomes of the simulation proved helpful in creating recommendations for the aforementioned event.
