Human society needs for security and development such socio-cyber-physical systems that ensure products and services, which are safe, i.e. they fulfil well their functions and do not threaten themselves and their surroundings, namely not under their critical conditions. To ensure the coexistence between such systems and its surrounding, it is necessary to begin with measures against relevant risk at preparation of terms of references and designing. To generate the risk-based design of socio-cyber-physical systems, they must be respected data on all risks, measures given in the risk management plan and they must be used correct meth-odology of risk-based design generation.
