Abstract

Diplomová práce se zabývá ekonomickou regulací odvětví vodárenství. V práci je popsána současná struktura odvětví a subjekty, působící na českém trhu. Spolu s uplatněnou metodou regulace se uvádí další navrhovaný postup cenové regulace odvětví – benchmarking. Stávající metoda regulace je porovnána s cenovou regulací odvětví energetiky, tedy v elektroenergetice, plynárenství a teplárenství. Po provedení srovnání jsou v práci uvedeny rozdíly mezi zmíněnými oblastmi poskytování veřejných služeb. Zároveň je regulace vodárenství v České republice porovnána s metodami regulace vodárenství na Slovensku a ve Francii. Praktická část práce obsahuje porovnání hospodaření vlastnických a provozních společností. Finální hodnocení se zaměřuje na existenci souvislosti mezi fakturovanou cenou za vodné a stočné a modelem provozování u vlastníků, fakturovanou cenou a množstvím fakturované vody u provozovatelů.

The thesis deals with economic regulation of the water distribution sector. It describes current structure of sector and subjects on the Czech market. Together with the currently applied method of regulation, another proposed method of price regulation of the sector is presented – benchmarking. The presently used method of regulation is compared to the price regulation in power sector, including electricity, gas and heat industry. After the comparison is made, differences occurring between mentioned areas are listed. Furthermore, the regulation of water sector in the Czech Republic is compared to the regulation methods used in the Slovak Republic and in France. The final part of the thesis contains economic comparison of ownership and operating companies. The concluding evaluation focuses on the existence of a relationship between the price for water and sewage services and an operating model in case of ownership companies, as well as the price and quantity of water for operating companies.
