Analýza povodňové situace obcí na toku Výrovky a území MAS Podlipansko 5 let po povodni v roce 2013

Abstract

Obsahem této diplomové práce je problematika povodní, které představují pro Českou republiku jedno z největších ohrožení přírodní katastrofou. Práce je zaměřena na analýzu povodní v roce 2013 na toku Výrovky a na území MAS Podlipansko a zhodnocení situace a připravenosti obcí 5 let po této povodni. Práce navazuje na bakalářskou práci, vypracovanou v roce 2017, která se zabývala povodní na území města Pečky a ve které byla navržena opatření k zabránění dalších povodní. V teoretické části diplomové práce jsou vysvětleny základní pojmy a definována příslušná legislativa a dokumenty, které se k problematice povodní vztahují. Další část této práce se zabývá shrnutím informací o řešené lokalitě a o toku Výrovky, které jsou důležité pro analýzu průběhu povodně a pro zhodnocení stávajících a návrh nových opatření k zabránění povodní nebo zmírnění jejich následků. V praktické části jsou vymezeny cíle a hypotézy, je zde analyzován průběh povodní v červnu 2013 na toku Výrovky a území MAS Podlipansko a vyhodnocení místního šetření, včetně získaných informací. Jsou zde zahrnuta dosavadní i probíhající opatření, známá v době vypracování této diplomové práce. V závěru této diplomové práce jsou shrnuty všechny získané poznatky a opatření, vedoucí ke zmírnění následků povodní v obcích na území MAS Podlipansko a toku Výrovky.

This master’s thesis concentrates on issues related to floods, which pose one of the greatest threats of natural disasters to the Czech Republic. The thesis focuses on analysing the floods of 2013 on the Výrovka stream and in the territory of LAG Podlipansko, and on evaluating the situation and preparedness of the municipalities five years after the floods. The thesis follows up on a bachelor’s thesis written in 2017, which dealt with floods in the territory of the town of Pečky and which proposed measures to prevent further floods. The theoretical part of the master’s thesis explains the basic terms and defines applicable legislation and documents that relate to flood issues. Another part of this thesis provides a summary of information on the location under consideration and on the Výrovka stream that is significant for analysing the course of the floods and for evaluating existing measures and proposing new measures to prevent floods or mitigate their effects. The practical part defines objectives and hypotheses, and analyses the course of the floods in June 2013 on the Výrovka stream and in the territory of LAG Podlipansko and the evaluation of a local inquiry, including information obtained. It includes both existing and ongoing measures known at the time of writing this master’s thesis. The conclusion of this master’s thesis summarises all the information obtained and measures leading to the mitigation of the effects of floods in the municipalities in the territory of LAG Podlipansko and on the Výrovka stream.
