Vliv měnícího se bezpečnostního prostředí ve světě na bezpečnost České republiky

Abstract

Tématem mé diplomové práce je Vliv měnícího se bezpečnostního prostředí ve světě na bezpečnost České republiky. Toto téma jsem si vybral nejen s ohledem na aktuálnost této problematiky, ale také abych si v tomto směru rozšířil své vlastní vědomosti. Dalším důvodem je mé zaměstnání, kde mám možnost nahlédnout na tuto problematiku z jiné strany, než z novinových článků a zpráv v televizi. Diplomovou práci jsem rozdělil na teoretickou a praktickou část. V teoretické části se budu věnovat popisu základních pojmů, které jsou součástí bezpečnostního prostředí, jako bezpečnostní strategie, bezpečnostní systém, bezpečnostní politika. Dále popisuji pojmy migrace, masová migrace, Islámský stát a terorismus s ním spojený, hrozby aktuálně nejvíce ohrožující Českou republiku a Spolkovou republiku Německo. V teoretické části dále shrnu největší teroristické činy, které jsou nejvíce spojovány s migrací. A v neposlední řadě se věnuji popisu národních i mezinárodních společností, věnujících se boji proti nelegální migraci. V praktické části se věnuji stanoveným cílům dle zadání diplomové práce, tedy popisu a evaluaci hrozeb migrace a riziku teroristického útoku na bezpečnostní prostředí ve Spolkové republice Německo a v České republice. SWOT analýzou a pomocí matice rizik se pokusím analyzovat současný stav hrozby teroristického útoku v souvislosti s migrací v České republice. Na základě výsledků navrhnu opatření pro zvýšení povědomí obyvatelstva o současném stavu a přijatých opatřeních v dané problematice, která budou shrnuta v závěru práce.

The topic of my diploma thesis is The Influence of the Changing Security Environment in the World on Security in the Czech Republic. I chose this topic not only with regard to the up-to-dateness of this issue, but also in order to improve my own knowledge in this field. Another reason is my job, in which I can study this phenomenon from another angle than the one presented by newspaper articles and TV news. I have divided my diploma thesis into a theoretical and a practical part. The theoretical part offers a description of key concepts used in the security environment, such as the security strategy, security system, security policy. I also explain the concepts of migration, mass migration, the Islamic state and the related terrorism, as well as the threats that are currently most imminent for the Czech Republic and the Federal Republic of Germany. In the theoretical part I also summarize the biggest terrorist acts that are most commonly associated with migration. Furthermore, the thesis describes national and international companies engaged in the fight against illegal migration. The practical part analyzes the assigned aims of the diploma thesis, describing and evaluating the threats linked to migration, as well as the risk of a terrorist attack, in relation to the security environment in the Federal Republic of Germany and in the Czech Republic. Using a SWOT analysis and a risk matrix, I provide an analysis of the current state of a terrorist attack threat in relation to migration in the Czech Republic. Based on the results, I suggest certain measures to increase awareness of the public of the current situation and measures adopted in this field, which are summarized in the conclusion of the thesis.
