Ochrana obyvatelstva se zaměřením na bezpečnost návštěvníků objektů zvláštního významu v hlavním městě Praze

Abstract

Diplomová práce je zaměřena na problematiku ochrany návštěvníků objektů zvláštního významu s výběrem konkrétního obchodního centra z hlediska ochrany obyvatelstva. Pro účely práce bylo vybráno obchodní centrum Chodov v Praze 4, neboť splňuje podmínky pro určení objektu z hlediska ochrany obyvatel jako možný měkký cíl. Cílem diplomové práce je určení rámcového postupu při vyhlášení invakuace se zaměřením na zlepšení informovanosti návštěvníků obchodního centra a předjímání možných problémů v samotném procesu invakuace, a to jak z hlediska bezpečnostních pracovníků obchodního centra, tak i ze strany návštěvníků. V teoretické části je popsán současný systém ochrany obyvatelstva cílený na tzv. měkké cíle v opatřeních Hasičského záchranného sboru České republiky a Policie České republiky. Teoretická část se rovněž zabývá projektem spolupráce obchodního centra se složkami integrovaného záchranného systému a zaměřuje se na vytvoření společné pracovní skupiny zabývající se evakuací objektů zvláštního významu. Praktická část se metodou Diferenční analýzy zabývá srovnáním zkušeností s invakuací školských zařízení a obchodního centra a ukazuje na možné problémy při procesu invakuace. Metoda What if předjímá možné situace ohrožení obchodního centra s důrazem na ochranu obyvatelstva, popisuje následky a navrhuje vhodná opatření. Pomocí softwarového nástroje TerEx a ALOHA je vytvořen scénář úniku nebezpečné látky v blízkosti centra s pravděpodobností jeho zasažení. V závěrečné diskusi jsou jednotlivé hypotézy podrobně analyzovány a jsou stanoveny základní postupy a opatření při vyhlášení invakuace obchodního centra. Teoretické závěry budou ověřeny při praktickém cvičení složek integrovaného záchranného systému, které by se v obchodním centru Chodov mělo uskutečnit v roce 2019.

The diploma thesis is focused on the protection of visitors of objects of special importance with selection of a specific shoopping centre from the view of protection of people and the environment. The topic of the diploma thesis is the protection of pople in objects of special importance. For this study, the shopping centre Chodov in Prague 4 was chosen because it fulfills the conditions of the assignment for detrmining the object from the point of view of protecting the population as a possible soft target. The aim of this thesis is to determine the framework procedure after calling the invacuation with the aim to improve giving information to visitors of the shopping centre and to anticipate possible problems in the process of invacution, both from terms of the security staff of the shopping centre, as well as of its visitors. In the theoretical part, there is the description of current system of population protection of so-called soft tragets in measures of the Fire Brigade of the Czech Republic and the Police of the Czech Republic. The theoretical part also deals with the project of cooperation of the shopping centre with components of the integrated rescue system and focuses on the project of a joint working group dealing with evacuation of objects of special importance. The practical part, using the method of Differential Analysis, comparers the experience with the invacuation of school facilities and the shopping centre, and points to potential problems in the process of invacuation itself. The method What If anticipated possible threats of the shopping centre emphasizing the protection of the people, describes the consequences and proposes appropriate measures. Using the TerEx and ALOHA software tool, a dangerous substance escape scenario is created near the centre with the likelihood of it being hit. In the final discussion, there are different hypotheses analyzed in detail and the basic procedures and precautions after calling invacuation of the shopping centre are assessed. The theoretical conclusions will be verified during the practical exercises of the components of the integrated rescue system, which is to take place in the shopping centre Chodov in the year of 2019.
