Problematika výuky předmětu Ochrana obyvatelstva v prostředí českého školního systému se zaměřením na střední školy.

Abstract

Diplomová práce je zaměřena na problematiku výuky předmětu Ochrana obyvatelstva na středních školách v prostředí českého školního systému. Základní školy mají v současné době k dispozici velké množství pomůcek a metodiku pro kantory. Oproti tomu je vzdělávání v oblasti ochrany obyvatelstva na středních školách zpracováno jen okrajově a oficiální výukové materiály téměř neexistují. Práce se věnuje zejména zjištění současného stavu formou analýzy dostupných výukových materiálů a pomůcek, současného stavu výuky, a to prostřednictvím dotazníkového šetření v Plzeňském kraji a Praze. Výsledkem diplomové práce je předložení návrhu ke zkvalitnění výuky problematiky ochrany obyvatelstva v prostředí českého školního systému. V první části práce je jako úvod do problematiky uveden stručný historický exkurz a seznámení s Koncepcí vzdělávání v oblasti ochrany obyvatelstva a krizového řízení. Tato část je dále věnována podílu Hasičského záchranného sboru České republiky při výuce témat ochrany člověka za mimořádných událostí na základních, středních a vyšších odborných školách. První část práce zakončuje analýza současného stavu výuky ochrany obyvatelstva sestavená ze zpráv České školní inspekce. V druhé (praktické) části jsou uvedeny výsledky dotazníkového šetření a provedeny strukturované rozhovory s odborníky v předmětné oblasti z Generálního ředitelství Hasičského záchranného sboru. Tato část dále provádí rozbor hodnotících zpráv, analýzu SWOT a závěrem předkládá návrhy na zefektivnění výuky. Výsledkem diplomové práce je návrh pro úpravu systému, metod a zabezpečení výuky předmětu Ochrana obyvatelstva na středních školách.

The diploma thesis is focused on the issue of teaching the subject called Population protection at secondary schools in the environment of the Czech school system. Primary schools currently have a number of tools and methodology available for teachers. On the other hand, the education in the area of population protection at secondary schools is processed rather marginally and some official teaching materials almost do not exist. The work analyzes the current state of things focusing on accessible teaching materials, aids, and a current status of teaching, followed by a questionnaire survey in the Pilsen region and Prague. The result of the thesis is a proposal of how to improve the teaching methods of protection of the population in the environment of the Czech school system. In the first part of the thesis, a brief historical excursion and introduction to the Concept of Education in the Field of Population Protection and Crisis Management are presented as an introduction to the issue. This part also deals with the contribution of the Fire Rescue Service of the Czech Republic to the teaching of the topics of human protection for emergencies at primary, secondary and higher vocational schools. The first part of the thesis is concluded by an analysis of the current state of teaching about population protection, gaining the information from reports of the Czech School Inspectorate. The second (practical) section presents the results of the questionnaire survey and structured interviews with experts in the subject area from the General Directorate of the Fire Rescue Service. This section further analyzes the evaluation reports, the SWOT analysis and, finally, presents proposals for streamlining teaching. The result of the diploma thesis is a proposal for the modification of the system and methods and it seeks guarantee to secure teaching of the subject Population Protection at Secondary Schools.
