Návrh Plánu evakuace obce Větrušice

Abstract

Diplomová práce se zabývá zejména plánováním plošné evakuace obyvatelstva. Řeší plošnou evakuaci v obci Větrušice, která sice nemá ze zákona povinnost evakuační plán zpracovávat, ale podmínky v obci jsou takové, že je vyřešení otázky plošné evakuace požadováno Hasičským záchranným sborem. V teoretické části práce je uveden legislativní rámec problematiky včetně obecných zásad provádění evakuace. Tato část práce se také věnuje oblasti plánování - jsou zmíněny faktory, které evakuaci ovlivňují, pravidla, kterých se při tvorbě plánu držet. Rovněž jsou zde uvedeny jednotlivé náležitosti plánu evakuace obyvatelstva, tedy jeho textové a grafické části. V neposlední řadě je zde charakterizována obec Větrušice. Teoretická i praktická část práce se drží metodických pokynů, které se týkají oblasti evakuace. Praktická část práce je zaměřena na identifikaci a analýzu rizik pro obec Větrušice skórovací metodou. Hlavní cíl práce - Návrh plánu evakuace obyvatelstva obce Větrušice- je zde uveden a to včetně časové analýzy průběhu opatření. Do praktické části práce je také zařazena mapa znázorňující možnost průjezdnosti jednotlivých komunikací pro záchranářskou techniku.

The following diploma thesis deals specifically with the planning of area evacuation of inhabitants. It is suggesting a plan for area evacuation of village Větrušice, which is not required by law, but is requested by the Fire Rescue Service of the Czech Republic due to the conditions in the village. Legislative framework of this issue, including general principles for carrying out an evacuation, is in the theoretical part of the thesis. This thesis also deals with the field of planning - it mentions factors affecting the evacuation, and rules, which should be respected during the planning process. It also introduces specifics of the evacuation plan, such as its textual and visual components. Last but not least, the thesis provides description of village Větrušice. Theoretical and practical parts of the thesis are following methodical instructions which relate to the field of planning. Practical part of the thesis is focused on an identification and risks analysis for the village Větrušice by the score - method. The main goal of the thesis - Proposal of the plan of evacuation of village Větrušice - is introduced and includes time analysis of the course of this measure. The map depicting accessibility of various roads to emergency and rescue vehicles is aached to this portion of the thesis.
