Připravenost Středočeského kraje na řešení mimořádných událostí a krizových situací

Abstract

Předmětem této diplomové práce je připravenost Středočeského kraje na řešení mimořádných událostí a krizových situací. V teoretické části jsou vymezeny základní pojmy z oblasti krizového řízení, ochrany obyvatelstva, havarijní a krizové připravenosti, společně s právními předpisy a dalšími dokumenty, které s touto problematikou souvisejí. Diplomová práce je zaměřená na analýzu a hodnocení základních pilířů připravenosti kraje na řešení mimořádných událostí a krizových situací, kterými je činnost orgánů krizového řízení, činnost složek integrovaného záchranného systému a zpracování dokumentů havarijní a krizové připravenosti. Praktická část diplomové práce obsahuje výsledky SWOT analýz dokumentů havarijního a krizového plánování; hodnocení připravenosti kraje vypracované na základě rozhovorů s krizovými manažery orgánů krizového řízení, zaměstnanci a příslušníky složek integrovaného záchranného systému; vyhodnocení mimořádné události a krizové situace, které na území kraje proběhly. Shrnutí výsledků diplomové práce je obsaženo v závěru.

The subject of this diploma thesis is the readiness of the region of Central Bohemia for the solution of extraordinary occurrence and the emergency situations. In the theoretical part, there are delimited the basic concepts from the area of the crisis management, protection of population, emergency and crisis readiness, together with the legal regulations and other documents that are connected to these issues. The diploma thesis is focused on the analysis and the evaluation of the fundamental pillars of the region`s readiness for the solution of the extraordinary occurrences and the crisis situations. These are the operation of the crisis management authorities, operation of the components of the integrated rescue system and the processing of the documents of emergency and crisis readiness. The practical part of the master thesis incorporates the results of the SWOT analysis of the documents of emergency and crisis planning; evaluation of the region`s readiness which is worked out based on the interviews with the crisis managers of the crisis management authorities and with the members of the integrated rescue system; it also incorporates the evaluation of the extraordinary occurrence and crisis that took place at the territory of the region.
