Ochrana informací v krizovém řízení

Abstract

Předmětem diplomové práce je posouzení informací, provázejících vznik, přípravu na řešení a řešení krizových situací s ohledem na původce, obsah informace a dostupnost informace. V teoretické části jsou definovány typy informací a ochrana informací, bezpečnost státu, legislativa v oblasti bezpečnosti, role Integrovaného záchranného systému a krizové řízení státu. Praktická část je zaměřena na analýzu informací, využitých v krizovém řízení, SWOT analýzu jejich ochrany a na základě výsledků také analýzu četnosti využívání veřejných a neveřejných informací a možných komplikací. Ta je vytvořena na základě vyplněných anonymních dotazníků, které byly distribuovány mezi 253 respondentů. Získaná data jsou zpracována ve formě grafů. V diskuzi je provedeno srovnání námi zjištěných výsledků. Cílem diplomové práce je stanovení návrhů konkrétních opatření pro zjednodušení při nakládání s těmito informacemi při zajištění potřebné míry bezpečnosti. V závěru jsou shrnuty výsledky a cíle práce.

The subject of the dissertation is the evaluation of information associated with the origination of crises, preparation for crisis resolution and crisis resolution with regards to the origin, content and availability of the information. The theoretical section defines types of information and the protection of information, state security, security related legislation, the role of an integrated system of emergency services and national crisis management. The practical section is focussed on an analysis of the stated types of information with reference to their use in crisis management, on SWOT analylis of their protection and on the basis of the results also an analysis of the frequency of use of public and non-public information and possible complications.The analysis is prepared on the basis of completed anonymous questionnaires that were distributed to 253 individuals. The obtained data is presented in graphical form. A comparison of the results we obtained is discussed. The objective of the dissertation is to set out specific proposals for measures for simplifying the processing of this information whilst securing a necessary degree of security. In the conclusion, the results and objectives of the work are summarised.
