Studie stávajících možností a opatření při řešení mimořádné události úniku nebezpečné látky na železničním uzlu Česká Třebová

Abstract

Předmětem bakalářské práce je simulace havárie v železniční přepravě s únikem nebezpečné chemické látky, vyhodnocení jejich následků, stanovení postupů při jejich likvidaci složkami IZS a orgány ochrany obyvatelstva. Teoretická část se zabývá základní legislativou v oblasti připravenosti a vlastního provádění záchranných a likvidačních prací, postavení Integrovaného záchranného systému ČR, práva a povinností orgánů státní správy a samosprávy a právnických osob v oblasti ochrany obyvatelstva. Krátce je popsána legislativa přepravy nebezpečných látek. V práci jsou definovány základní pojmy týkající se mimořádné události s únikem nebezpečné látky, popis místa uvažované havárie a konkrétní činnosti orgánů a složek při mimořádné události tohoto typu. V praktické části je provedena modelace mimořádné události havárie cisterny s únikem nebezpečné látky, vyhodnocení účinků havárie speciálním programem. Modelace je aplikována do návrhu taktického cvičení složek IZS. Výsledkem bakalářské práce je příprava taktického cvičení jako součást odborné přípravy složek IZS se zapojením orgánu ochrany obyvatelstva města Česká Třebová. V diskuzi je porovnání dvou modelačních programů se stejným scénářem havárie, porovnání navrženého opatření s publikací autora knihy na toto téma, zmíněny jsou i některé poznatky o připravenosti a možnostech zainteresovaných subjektů.

The subject of this bachelor thesis is a simulation of a railway crash with a leak of a dangerous chemical, evaluation of its consequences, assessment of the procedures of their disposal by the members of the Integrated rescue system and protection of the population. The theoretical part is concerned with the basic legislative in the area of readiness and implementation of rescue and disposal works, the status of the Integrated rescue system, the rights and the obligations of the members of the government, autonomy and legal entities in the area of the protection of the population. The legislative of the transport of dangerous chemicals is described shortly. Basic concepts regarding extraordinary events with a leak of a dangerous substance are described in the thesis. There is also a description of the location of the considered crash and the exact actions of interested parties during an extraordinary event such as this one. In the practical part, a simulation of an extraordinary event of a tank crash with a dangerous chemical is carried out, as well as the evaluation of the effects of the crash by a special programme. The simulation is applied on a proposal of tactical training of Integrated rescue system. The results of this bachelor thesis is the preparation of tactical training as part of vocational preparation of the Integrated rescue system with the inclusion of the authorities of protection of the population of the town Česká Třebová. In the discussion, there is a comparison of two simulation programmes with the same crash scenario, the comparison of the proposed measures with the publication of the author of the book regarding this topic. Several findings about readiness and possibilities of interested subjects are also mentioned.
